The Licensing Sub-Committee (2) of Westminster Council met on Thursday 13 November 2025 to consider several licensing applications. The committee granted a new premises licence for 14-15 Eccleston Yard, Westminster, and varied a condition on the premises licence for Jaks, 43 South Molton Street, London. An application for a new premises licence at 12 North Row, London, was withdrawn by the applicant before the hearing.

14-15 Eccleston Yard, Westminster, London, SW1W 9AZ

The committee granted a new premises licence for 14-15 Eccleston Yard, Westminster, London, SW1W 9AZ, to Amie Wine Ltd. The premises will operate as a restaurant, described as a pizzeria named Weezie's , with external seating. The licence permits the sale of alcohol for consumption both on and off the premises.

The granted hours for the sale of alcohol are:

  • On the Premises: Monday to Wednesday from 09:00 to 22:30; Thursday to Saturday from 09:00 to 23:00; and Sunday from 09:00 to 21:30.
  • Off the Premises: Monday to Sunday from 09:00 to 22:00.

The premises will be open to the public from Monday to Wednesday between 07:00 and 23:00, Thursday to Saturday between 07:00 and 23:30, and Sunday between 09:00 and 22:00.

The Environmental Health Service (EHS) initially raised concerns regarding public nuisance and public safety, but withdrew their representation after the applicant agreed to additional conditions. These conditions include measures to prevent noise nuisance, ensure the premises' arrangements are maintained, restrict deliveries, manage waste, and implement a comprehensive CCTV system. A Challenge 25 proof of age scheme will be operated, and alcohol sold off-premises must be in sealed containers. The licence holder must also ensure patrons drinking and smoking outside do so in an orderly manner and that public access to the courtyard WC is maintained.

One objection was received from an interested party, citing concerns about noise levels and inadequate sanitary facilities. However, five other interested parties submitted representations in support of the application, viewing the new establishment as a positive addition to Eccleston Yard. The committee noted that the applicant already operates a successful business in the vicinity and that the proposed hours fall within the council's core hours policy.

Jaks, 43 South Molton Street, London, W1K 5RS

The committee varied the premises licence for Jaks, 43 South Molton Street, London, W1K 5RS. The variation modifies condition 54 of the licence to allow for limited re-entry for smoking.

The original condition 54 stated: There shall be no entry or re-entry to the premises after 01:00. (This includes smokers) .

The varied condition now reads: There shall be no entry or re-entry to the premises after 01:00, except for a maximum of 10 persons leaving temporarily to smoke. Persons leaving temporarily to smoke shall not be permitted to take drinks outside.

This variation was made to enhance the guest experience, facilitate the management of guests in the external area, and ensure a swift departure at the end of the evening. The Metropolitan Police Service (MPS) initially objected but withdrew their representation after the applicant agreed to two additional conditions. These include the supervision of patrons smoking outside after 01:00 by an SIA registered supervisor to ensure orderly behaviour and prevent public nuisance, and the prominent display of notices requesting patrons to respect local residents and use the smoking area quietly.

Two interested parties had raised objections, expressing concerns that the variation would lead to increased noise and loitering on the street. However, the committee was reassured that the additional conditions, agreed with one of the objectors, would mitigate these concerns and promote the licensing objectives.

12 North Row, London, W1K 7DF

The application for a new premises licence for 12 North Row, London, W1K 7DF, was withdrawn by the applicant before the hearing commenced.

The committee members present were Councillor Maggie Carman (Chair) and Councillor Tim Mitchell. Councillor Hamza Taouzzale sent apologies for absence.
