The Council meeting scheduled for Thursday, 20 November 2025, was set to address a range of public and member questions, alongside important reports from the Governance and Assurance Committee concerning standards. Key discussions were also scheduled regarding the East London Joint Waste Plan (ELJWP) and the Council's Treasury Management Outturn for 2024/25.
Questions from Members of the Public
Several residents were scheduled to ask questions directed at Councillor Sahdia Warraich, Cabinet Member for Planning and Economic Growth, concerning planning infringement and enforcement policies, particularly within the Mayfield conservation area. Specific concerns were raised about infringements such as black tiled roofs, full-width property dropped kerbs, and 100% paved fronts. Residents also inquired about the potential appointment of a conservation officer to support the Mayfield ward and the council's plans for protecting its 16 conservation areas. The pathway of planning applications within conservation areas was also a point of inquiry. Additionally, a question was scheduled for the Leader of the Council, Councillor Kam Rai, regarding the use of screens in the council chamber for civic engagement.
Questions from Members
Councillors were scheduled to ask questions on various topics. Councillor Shoaib Patel was set to inquire about a recent operation to seize and crush nuisance vehicles in Redbridge. Councillor Jo Blackman, Cabinet Member for Environment and Sustainability, was expected to provide an update on Redbridge's participation in Flood Action Week and recent flood resilience improvements. Councillor Zulfiqar Hussain was to ask about the funding Redbridge would receive from the government's latest homelessness prevention grant and its intended use. Councillor Nav Kaur Johal was scheduled to ask the Leader about recent lake dredging and de-silting works in parks. Councillor Sunny Brar was to inquire about the council's support for the community in commemorating those who served, referencing the Remembrance event at the Ilford War Memorial. Councillor Foyzur Rahman was to ask about the council's recent seizure of illegal vapes. Councillor Daniel Morgan Thomas was to seek an update on the rollout of food waste collections, including the pilot in Wanstead Village. Councillor Saira Jamil was to ask about government funding for a Best Start Family Hub in Redbridge. Councillor Syed Islam was to seek an update on the implementation of the Families First for Children programme and its support for vulnerable parents. Councillor Jyotsna Islam was to ask about the council's recent efforts to recruit local foster carers. Councillor Joyce Ryan was to ask the Leader to congratulate 'Vision and The Colours of Redbridge Team' for securing nearly a million pounds from the Creative People and Places Programme. Finally, Councillor Rosa Gomez was to inquire about the reasons for the prolonged status of the former Waltham Forest fencing site (142-146 High Road South Woodford) as a building site.
Governance and Assurance Committee - Standards Report
A significant item on the agenda was the Governance and Assurance Committee's Standards Report, detailing the outcome of an investigation under the Code of Conduct concerning a complaint against Councillor Noor Jahan Begum. The report informed Full Council on the findings of the Standards (Hearings) Sub-committee hearing that took place on 13th November 2025, relating to a complaint by Councillor Tanweer Khan. The Sub-committee was requested to determine if a breach of the Members' Code of Conduct had occurred and to make recommendations regarding sanctions. The Governance and Assurance Committee had considered the matter and approved the Sub-committee's recommendations, with an amendment to the publication of the findings. Full Council was asked to approve these recommendations.
East London Joint Waste Plan (ELJWP)
The Council was scheduled to consider the East London Joint Waste Plan (ELJWP) at its Regulation 22 stage. This involves the submission of the Plan to the Secretary of State for independent examination. The report provided an overview of the consultation responses received at Regulation 19 stage and any modifications made to the draft submission version of the plan. Council was asked to authorise officers to proceed with the submission of the ELJWP and associated documents to the Secretary of State. Authority was also requested for the Director of Planning and Building Control, in consultation with the Cabinet Member for Planning and Economic Growth, to make inconsequential or factual updates, request modifications from the Planning Inspector, and exercise examination procedural matters.
Treasury Management Outturn 2024/25
The Council was to receive and consider the Treasury Management Outturn report for 2024/25. This report covers the Council's borrowing and investment activities undertaken during the financial year, provides commentary on the strategy adopted, and outlines the outturn position including prudential indicators. Council was recommended to note the Treasury Outturn position and Prudential Indicators for 2024/25 and confirm that all treasury management activities operated within the Council's Treasury Management Strategy.
Dispensation Councillor Non-Attendance
A report was presented seeking Council's approval, under Section 85(1) of the Local Government Act 1972, for Councillor Ruth Clark's absence from Council meetings due to ill health. The Group Leader had sought a dispensation to ensure the councillor does not breach the six-month provision for non-attendance. Council was recommended to approve Councillor Clark's absence for a period of six months from her last meeting attended on 26th June 2025, and for a further period until 1st May 2026, to allow for her recovery.
Business Motions
Three Business Motions were scheduled for consideration:
- Regeneration: Moved by Councillor Kam Rai and seconded by Councillor Namreen Chaudhry, this motion noted the award of £16.6 million from the Council Homes Acquisition Programme (CHAP) and the Ilford Arrival programme, among other regeneration initiatives. The Council was asked to resolve to commission and adopt a comprehensive Ilford Town Centre Masterplan, commit to transparent project governance, lead an inclusive engagement programme, and work with partners to leverage investment.
- Frontline Workers: Moved by Councillor Vanisha Solanki and seconded by Councillor Jo Blackman, this motion acknowledged the vital role of frontline workers and the Council's zero-tolerance approach to abuse against them. It noted recent attacks on frontline workers and the Police, Crime, Sentencing and Courts Act. The Council was asked to resolve to continue its zero-tolerance approach, celebrate staff contributions, and ensure they can work in safety.
- Air Quality: Moved by Councillor Jo Blackman and seconded by Councillor Mark Santos, this motion celebrated significant improvements in air quality achieved through proactive policies and partnerships. It noted the reduction in Nitrogen Dioxide (NO₂) and PM2.5 levels, exceeding targets. The Council was asked to resolve to continue working with partners for further improvements, develop the next Air Quality Action Plan with an ambition to meet WHO standards, continue air quality awareness and enforcement work, promote climate co-benefits, expand the electrification of the Council's fleet, and deliver on the Sustainable Transport Strategy.
The meeting also included standard agenda items such as apologies for absence, declarations of interest, receiving petitions, and hearing statements from the Leader, Cabinet members, or Chairs of Committees.
