Open Council Network is an independent organisation. We report on Stockport and are not the council. About us
The ONE Stockport Health & Care Locality Board met on Wednesday 26 November 2025 to discuss a range of critical health and care services within the borough. Key decisions included noting the financial position of the council, which showed a forecast overspend, and approving the Stockport 2025/26 Delivery Plan. The Board also received updates on quality assurance, urgent and emergency care, elective care, and the Stockport Economic Plan.
Finance Report
The Board received an update on the financial position as at the end of October 2025. Stockport was reporting a year-to-date overspend of £0.505 million, with a forecast outturn overspend of £0.591 million. This was primarily attributed to increasing demand in services, particularly Continuing Health Care (CHC), Mental Health, and adult audiology. Despite achieving savings above the year-to-date plan, a forecast overspend remained due to challenges in delivering anticipated savings from individualised packages of care reviews. Mitigation strategies are being explored to address the overspend.
Quality Update – Stockport Locality Quality Group
The Stockport Locality Quality Group (SLQG) provided an update on its ongoing oversight of health and care services. The Board was assured that governance arrangements remain robust, with effective management of the Dynamic Support Register for Transforming Care, and improved health check uptake for people with learning disabilities. Progress was noted in paediatric audiology recovery, with an independent provider now in place. Continuing Healthcare (CHC) performance remained above national Key Performance Indicators (KPIs), and while workforce challenges persist, recruitment and agency support are in place to maintain stability. Risks related to local resolution, Court of Protection Deprivation of Liberty (CoPDoL) cases, and Previously Unassessed Periods of Care (PUPoC) are being actively managed.
Stockport Locality Assurance Meeting (LAM) Update Report
An update was provided on the Locality Assurance Meeting held on 13 November 2025. The meeting focused on finance, contributions to Urgent and Emergency Care (UEC) and elective care time standards, and mental health actions to reduce patients with no criteria to reside. The finance report was referred to the finance update, and detailed responses and assurances were provided regarding UEC, elective care, and mental health pathways.
Stockport 2025/26 Delivery Plan: Progress Report
An update was given on the progress of the Stockport 2025/26 Delivery Plan, which outlines transformational workstreams across various health and care areas. Of the 41 delivery plan aims, 37 were reported as on track, with one workstream completed but requiring further action, and three categorised as delayed. Delayed areas included the Community Mental Health Living Well offer, the anti-poverty network, and the independent living centre delivery plan. The report highlighted several success stories, including improved early cancer diagnosis rates, reduced waiting lists for speech and language therapy, and the successful launch of the first Live Well Executive Board.
Stockport Economic Plan Update
An update was provided on the Stockport Economic Plan, highlighting progress made since its launch in December 2022. The plan, structured around four pillars – Enterprising and Productive, Fair and Inclusive, Climate Friendly and Resilient, and Accessible and Connected – has seen achievements such as the establishment of new businesses, improved business survival rates, and increased apprenticeship starts. The report emphasised the strong links between economic participation, skills, employment, and health outcomes, and outlined the next steps for the refreshed Delivery Plan (2025-28). The Board was asked to note the progress and discuss further linkages and collaborations.
Stockport Primary Care Commissioning Committee (PCCC) Flash Report
A flash report from the Stockport Primary Care Commissioning Committee (PCCC) was noted. The update covered discussions on the NHS GM PCCC Terms of Reference, the Primary Care Risk Register, and various commissioning activities. It was noted that all Stockport practices were complying with new contractual requirements regarding online consultation tools, GP Connect functionality, and the publication of the NHS England patient charter. Positive results were reported for Locally Commissioned Services (LCS) and the GP Patient Survey 2025.
Urgent and Emergency Care Delivery Board: Winter Plans 2025/26
The Board received an update on the Stockport System Winter Plan for 2025/26. The plan has been developed collaboratively with system partners and focuses on key areas such as improving urgent care services, aligning with national priorities, and addressing locality demand. The report detailed funding allocations for capacity and discharge, and outlined the approach to system escalation using the OPEL framework. Individual winter plans from Stockport Foundation Trust, Pennine Care Foundation Trust, Stockport Metropolitan Borough Council, Stockport Primary Care, VCSFE partners (Age UK), and North-West Ambulance Service (NWAS) were summarised, highlighting key priorities and actions to manage anticipated winter pressures. The Board was asked to note the report.
