The Enfield Council Health and Wellbeing Board met on Tuesday 2 December 2025 to discuss winter pressures, the implementation of the Integrated Care Board (ICB) neighbourhood model, damp and mould issues, and updates to the Enfield Joint Health and Wellbeing Strategy action plans. The board also planned to review the Supporting Independency Strategy and discuss future topics, such as the connection between health, housing and the environment, for upcoming meetings.
Enfield Joint Health and Wellbeing Strategy Action Plans
The board was scheduled to receive an update on the Enfield Joint Health and Wellbeing Strategy action plans and key performance indicators (KPIs). The strategy focuses on three priorities, one for each stage of life:
- Start Well: Supporting children and young people to maintain good emotional wellbeing and mental health.
- Live Well: Supporting residents to manage their major conditions.
- Age Well: Helping every Enfield resident prevent the risks of age-related ill health.
The action plans are updated every six months, with the next update due in May. Future updates may align the timetable for outcomes and action plans, and written updates alongside KPIs may be provided to the board.
Some indicators and updates of note included:
- Start Well: The E-TIPSS[^1] programme delivers trauma-informed training and supports early years pilots. [^1]: The E-TIPSS (Early Years Trauma Informed Practice Support Service) programme supports the early years and school age workforce to develop the skills they need to implement and embed trauma-informed practice in their day-to-day work within current resources.
- Live Well: Healthy food initiatives have seen 19 outlets and 17 convenience stores adding healthier product lines.
- Age Well: New early intervention contracts aim to support independence and inclusion, with four VCS[^2] providers starting contracts in June 2025. [^2]: VCS stands for voluntary and community sector.
Supporting Independency Strategy
The board was scheduled to note the end-of-year review for 2024/25 of the Supporting Independency Strategy 2023-2027. The strategy covers themes such as information, advice and advocacy; the right home; training, employment and income; the power of technology; active, connected and engaged communities; keeping safe; keeping healthy and well; person-centred care; joined-up care; learning disabilities; autistic people; people with mental health support needs; older people; people with physical and/or sensory impairment; unpaid carers; long term conditions; and young people in transition to adulthood.
Some key achievements and outcomes of the strategy included:
- Commissioning new providers to deliver improved information, advice and advocacy services.
- The opening of the Reardon Court Extra Care Scheme, which has provided 70 accessible extra care homes.
- The Welfare Advice & Debt Support Team receiving over 400 referrals.
- An increase in the number of people using Safe and Connected services.
- The creation of a dedicated Travel Brokerage Team to assess and arrange travel assistance.
Damp and Mould Taskforce
Mark Tickner, Health Protection Lead, Julie Martin, Head of M&E Compliance, and Andrew Cotton, Service Director Council Housing (Homes), were scheduled to provide an update on the Damp and Mould Taskforce activity following the introduction of Awaab's Law.

Winter Pressures
Gayan Perera LBE Head of Data and Intelligence, was scheduled to provide a short verbal update on winter pressures.
ICB Neighbourhood Model Implementation
Peppa Aubyn, Assistant Director of Place, Integration, Transformation & Delivery (Enfield), North Central London Integrated Care Board, was scheduled to give an update on the ICB neighbourhood model implementation.
