The Cabinet Member Signing of Haringey Council is scheduled to discuss condition works at Coleridge Primary School. Coleridge Primary School Condition Works
Councillor Zena Brabazon is scheduled to consider a report regarding condition works at the west site of Coleridge Primary School on Crouch End Hill. The report asks that Councillor Brabazon, pursuant to Contract Standing Orders1 0.08 and 2.01(b):
Approve the commencement of a tendering process for a construction works contractor to deliver condition works on the west site at Coleridge Primary School.
The west site of Coleridge Primary School is on a split site, bisected by the A103. The west site has its own kitchen, dining hall, and assembly hall.
The report notes that the school has suffered from a historical shortfall of investment
and that the roof is deteriorating. The roof is constructed with wood wool, which the report describes as a deleterious material, which can lose its structural integrity if it becomes wet
. The report states that engaging a construction works contractor is essential to undertake the roof works.
The report considers the option of not tendering the scheme and continuing to repair the leaking roof instead, but notes that:
The ongoing repairs are unlikely to fully resolve the underlying issues, especially given the roof's construction with wood wool, which is prone to deterioration when exposed to moisture. This approach risks recurring leaks and further damage, leading to escalating repair costs over time.
The report also considers delivering the service in-house, but states that there is currently no resource within the council that has the capacity, specialist expertise or qualifications to deliver this service.
The report states that a tender exercise has been carried out to appoint a suitable building surveyor led multidisciplinary design team (MDDT) and quantity surveying services to develop the project.
The report notes that a feasibility study has been completed which looked at the following options:
- Repair roof to achieve compliance and health & safety.
- Renewing whole roof to achieve compliance and health & safety.
- Deliver both options 1 & 2 to realise further benefits in terms of suitability, sustainability including solar PV cells.
The RIBA2 1 report concluded with a recommendation to proceed with roof covering only. The option to include solar PVs has been discounted because the school roof would be unable to safely support the additional load of PV panels.
The report states that the school has been actively consulted to incorporate their feedback and needs, and that consultations with planning and building control authorities have been conducted to ensure compliance with all regulatory requirements.
The report notes that the project will support the borough's carbon reduction and climate change ambition by delivering approx. 20.99 tCO2pa3 carbon reduction through the installation of energy efficient measures such as roof insulation.

Exclusion of the press and public
The agenda for the meeting indicates that item 8, which is the exempt version of the Coleridge Primary School condition works report, is likely to be subject to a motion to exclude the press and public because it contains exempt information as defined in Section 100a of the Local Government Act 1972. The relevant exemptions are paragraphs 3 and 5, namely information relating to the financial or business affairs of any particular person and information in respect of which a claim to legal professional privilege could be maintained in legal proceedings.
