The Licensing Sub-Committee met on Tuesday 20 January 2026 to consider a review of the premises licence for Jo Jo Convenience Store. The committee decided to revoke the premises licence for Jo Jo Convenience Store due to repeated breaches of licensing objectives, particularly concerning the prevention of crime and disorder.
Jo Jo Convenience Store Licence Revoked
The Licensing Sub-Committee has decided to revoke the premises licence for Jo Jo Convenience Store, located at 58 Fulham High Street, London, SW6 3LQ. This decision was made following a review application submitted by the council's Trading Standards Team, citing concerns over the prevention of crime and disorder.
The review application detailed a history of breaches, including the sale of illegal and counterfeit tobacco products, oversize and overstrength e-cigarettes, and duty-evaded alcohol. Despite previous warnings and opportunities for the premises licence holder, Mr Kalyan Singh, and his predecessor, Mr Gajinder Singh Sachdeva, to amend their practices, the issues persisted.
The report presented to the committee highlighted several instances of illegal sales, including:
- 25 January 2022: Seizure of 529 illegal e-cigarettes.
- 31 May 2022: Test purchase of illegal Polish-market cigarettes.
- 17 June 2022: Seizure of a large quantity of illegal tobacco, e-cigarettes, and duty-evaded vodka.
- 30 August 2024: Test purchase of cigarettes marked for
duty-free sale only
. - 2 November 2024: Test purchase of counterfeit Marlboro Gold cigarettes.
- 18 December 2024: Test purchase of counterfeit Marlboro Gold cigarettes with Polish markings.
- 25 March 2025: Test purchase of Vogue Frisson cigarettes marked as duty-free.
- 26 March 2025: Enforcement visit resulting in the seizure of counterfeit cigarettes, hand-rolling tobacco, oversize vapes, and duty-evaded vodka.
The Trading Standards Team argued that the repeated offences demonstrated a reckless disregard for the law and licensing objectives. They emphasised that the sale of such goods not only poses health risks but also indicates a connection to organised crime. The report noted that while Mr Singh became the premises licence holder after some of these events, his continued involvement in the business and participation in illegal activities undermined any argument for leniency.
The committee considered the arguments presented and, in line with the council's Statement of Licensing Policy1, decided that revoking the licence was the necessary step to promote the licensing objectives. The decision was supported by a representation from Councillor Amanda Lloyd-Harris, Shadow Cabinet Member for Public Realm and Councillor for Palace & Hurlingham Ward, who stated, One infraction maybe something that can be addressed but there is a track record of issues that can't be overlooked. A message needs to be sent to others who may be purchasing these types of products that they will be found out, and the law will be enforced.
The committee had the power to take no further action, modify licence conditions, exclude licensable activities, remove the Designated Premises Supervisor, suspend the licence, or revoke the licence. In this case, the severity and persistence of the breaches led to the decision to revoke the licence entirely.
