The Licensing Sub-Committee granted a new premises licence to Hagen Espresso Bar, located at 52 Hill Street, Richmond, TW9 1TW. The licence permits the sale of alcohol for both on and off-site consumption between 10:00 and 18:00, Monday to Sunday. The premises will also be open to the public during these hours.
Hagen Espresso Bar Granted New Premises Licence
Hagen Espresso Bar, located at 52 Hill Street, Richmond, TW9 1TW, has been granted a new premises licence. The licence allows for the sale of alcohol between 10:00 and 18:00, seven days a week, for both on-site consumption and takeaway. The premises will also be open to the public during these hours.
The application was opposed by local residents and the Friends of Richmond Green (FoRG), who raised concerns about the potential impact on the Richmond Town Centre Cumulative Impact Zone (CIZ) and the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm.
During the hearing, the applicant, represented by Fruzsina Olan, agreed to several amendments and conditions. Notably, the proposed seasonal variation for extended hours in November and December was withdrawn, meaning the alcohol sales and opening hours will remain consistent throughout the year. The applicant also clarified that the premises would primarily serve mulled wine, with no intention of becoming a pub or selling large quantities of alcohol. They confirmed that alcohol would be served in sealed containers for takeaway and in 8oz paper cups, similar to coffee.
Peter Willan, representing the Friends of Richmond Green and Professor Ian Bruce, voiced objections, highlighting concerns about the cumulative impact of licensed premises in the area and the potential for increased anti-social behaviour. He argued that the applicant had not sufficiently demonstrated that their operation would not negatively impact the licensing objectives, particularly in relation to the CIZ. Mr. Willan also raised issues regarding the proposed use of pavement space for seating and the potential for congestion.
The Sub-Committee considered the arguments presented and noted that Hagen Espresso Bar is an established operator with 21 other branches that have not experienced licensing issues. They also acknowledged that the premises is primarily a coffee bar and not alcohol-led, which aligns with an exception to the CIZ policy. The decision to grant the licence was made after careful consideration of all evidence, including the applicant's agreement to numerous conditions aimed at promoting the licensing objectives. These conditions include measures for CCTV, staff training, responsible alcohol service, noise management, and dispersal policies. The Sub-Committee concluded that the application, with the agreed conditions, would not undermine the licensing objectives and would contribute positively to the local daytime economy.
