The Plans Sub-Committee No. 2 of Bromley Council met on Thursday 22 January 2026 to discuss a range of planning applications. The meeting's agenda included seven planning applications, covering new dwellings, extensions, and the redevelopment of existing sites.
Planning Applications
The committee was scheduled to consider seven planning applications:
Land North of Dobbies Garden Centre, Oakley Road, Bromley (25/01757/FULL1): This application concerned the redevelopment of land north of Dobbies Garden Centre to provide a new care home, including associated access, parking, and landscaping. The report indicated a recommendation for full planning permission to be granted, subject to a legal agreement and planning conditions. Key designations for this site included Green Belt, London Distributor Roads, and an Article 4 Direction. The Greater London Authority (GLA) had requested additional information on various aspects, including urban design, transport, and environmental considerations.
Land Adjacent to Galabrae, Rookery Road, Downe, Orpington (25/03550/FPA): This application proposed the subdivision of land and the erection of one self-build and custom-build dwellinghouse, with associated vehicular access, parking, amenity area, and landscaping. The site is located within the Green Belt and an Area of Special Landscape Character. The recommendation was to refuse this application due to adverse highway and ecological impacts. Previous applications for residential development on this site had been refused and dismissed at appeal.
Garages Adjacent to 2 Shrewsbury Road, Beckenham (25/03671/FPA): This application sought planning permission for the redevelopment of garages to provide two pairs of semi-detached dwellings and one single-storey dwelling at the rear, along with private amenity spaces and alterations to an existing dropped kerb. The recommendation was to grant permission. This site had a history of previous applications, some of which were refused and dismissed at appeal, with a recent appeal allowed for a similar scheme.
Barnmead Road Allotments (25/04412/FPA): This application concerned the installation of hardstanding and a shipping container for storage associated with the allotment site. The site is designated as Urban Open Space and is adjacent to the Barnmead Road Conservation Area. The recommendation was to grant permission, with conditions relating to the painting of the container and construction methods.
169 Masons Hill, Bromley (25/04715/FPA): This application proposed the construction of an additional storey to an existing five-storey building to provide five new residential flats, with associated refuse and cycle stores at ground level. The site is located within the Bromley Common Renewal Area. The recommendation was to grant permission. Concerns had been raised by local residents regarding overdevelopment, impact on visual amenity, and pressure on local infrastructure.
50 Windermere Road, West Wickham (25/04772/HPA): This application sought permission for the demolition of an existing garage, removal of a chimney, extension of the basement footprint, two-storey side and part one/two-storey rear extensions, alterations to rear patios and boundary fencing, and a new entrance porch. This application followed previous refusals and appeals, with a similar scheme having been approved previously. The recommendation was to grant permission.
81 Doveney Close, Orpington (25/05160/HPA): This application proposed a single-storey side and rear extension, and the raising of the garage roof to facilitate a first-floor side extension. This application was identical to a previously refused scheme. The recommendation was to refuse permission due to concerns about the first-floor side extension resulting in a cramped appearance and being detrimental to the visual amenities of the street scene and surrounding area.
The meeting also included standard agenda items such as apologies for absence, declarations of interest, and the confirmation of minutes from a previous meeting held on 18th September 2025. There were no reports scheduled for contraventions and other issues, or for tree preservation orders.
