The Licensing Sub-Committee C of Greenwich Council was scheduled to consider an application for a premises licence for The Last Drop Inn. The meeting's agenda also included a review of the minutes from a previous meeting and a report on councillors' memberships of outside bodies.
Grant of a Premises Licence for The Last Drop Inn
The Sub-Committee was scheduled to consider an application for a premises licence for The Last Drop Inn, located at 279 Eltham High Street, Eltham, London, SE9 1TY. The application, submitted by Lee John Gilson, proposed the following licensable activities:
- Late Night Refreshment: Monday to Sunday from 23:00 to 23:30, with extended hours until 00:30 on Christmas Eve, Christmas Day, New Year's Eve, and New Year's Day.
- Supply of Alcohol (On the premises Only): Monday to Sunday from 11:00 to 23:00, with extended hours until 00:30 on Christmas Eve, Christmas Day, New Year's Eve, and New Year's Day.
- Live Music (On the premises Only): Monday to Saturday from 18:00 to 23:00, and Sunday from 12:00 to 23:00.
- Recorded Music (On the premises Only): Monday to Sunday from 11:00 to 23:00, with extended hours until 00:30 on Christmas Eve and New Year's Eve.
- Premises Opening Hours: Monday to Sunday from 11:00 to 23:30, with extended hours until 01:00 on Christmas Eve, Christmas Day, New Year's Eve, and New Year's Day.
The applicant, Lee John Gilson, proposed a number of conditions to promote the licensing objectives, which had been discussed and largely agreed upon with Greenwich Police Licensing. These conditions included the installation and maintenance of a comprehensive CCTV system, the operation of a 'Challenge 25' proof of age scheme, and the keeping of records for refused alcohol sales. Other proposed conditions related to staff training, incident logging, and the management of noise and public nuisance.
Representations were received from the public, including objections from Susan and Richard Warren, and Andrew and Jane Whittome, primarily concerning the prevention of crime and disorder and the prevention of public nuisance. The Warrens initially raised concerns about noise, anti-social behaviour, and litter, particularly regarding smokers on the pavement. However, they later indicated their intention to withdraw their objection after receiving assurances about noise levels, the closure of windows and doors during use, the provision of a quiet and controlled designated area within the premises, and the consumption of drinks only on the premises. The Whittomes also raised concerns about noise and the potential for smokers to congregate on the pavement. They sought assurances that noise from the premises would not be audible on Elderslie Road and that live music would be kept within reasonable decibel levels.
The report noted that the London Fire Brigade and Royal Greenwich Public Health Team had indicated no representations, and the Royal Greenwich Community Protection Team had also made no formal representations following discussions and agreement on proposed conditions.
The premises, formerly a Care & Mobility Store, is proposed to operate as a micro-pub with a capacity of approximately 100 people, offering snacks, beverages, and community entertainment such as quiz and games nights. It is located on Eltham High Street within the Eltham High Street Cumulative Impact Zone1.
Declarations of Interest
Members were reminded of the council's Constitution and Code of Conduct regarding the declaration of personal and financial interests in items on the agenda. A report detailing councillors' memberships of outside bodies, joint committees, and school governing bodies was appended to the agenda.
Minutes of Previous Meeting
The Sub-Committee was scheduled to confirm the accuracy of the minutes from the previous meeting held on 12th November 2025.
