The Uplands Area Planning Sub-Committee of West Oxfordshire Council met on Monday 19 January 2026 to discuss and determine two planning applications. Both applications, for new dwellings in Milton-under-Wychwood and Middle Barton, were approved by the committee.
Planning Applications for Consideration
The Homestead, Frog Lane, Milton Under Wychwood
The Sub-Committee considered an application for the erection of a new dwelling with associated works on land at The Homestead, Frog Lane, Milton-under-Wychwood. The site is located within the Cotswolds National Landscape and the Milton-under-Wychwood neighbourhood plan area. Revised plans were submitted to address concerns about the development appearing cramped.
The application was recommended for approval, with additional conditions proposed regarding permitted development rights and surface water drainage. Mr Barnes, speaking for the applicant, highlighted that Policy H2 of the Local Plan allows for new dwellings in suitable locations, and that the revised proposals were of an appropriate scale and design. He also noted the lack of objections from the ecologist, flood risk management team, and environmental health.
Members debated the application, with concerns raised about drainage, traffic safety, parking, and construction traffic. The Planning Officer addressed these concerns to the Members' satisfaction. The application was subsequently approved in line with the officer's recommendation.
Land South Of 19 Fox Lane, Middle Barton
This application sought consent for the erection of a detached dwelling with associated parking and landscaping on land south of 19 Fox Lane in Middle Barton. The site is adjacent to the Bartons Conservation Area and near a Grade II listed building. The application was brought before the committee as the officer's recommendation was contrary to the views of the Parish Council.
The report indicated that the application was recommended for approval, subject to outstanding ecology and flood risk matters being resolved, and other conditions being met. Ms Lishman, the agent, stated that the application addressed the reasons for a previous refusal and that the revised design was sensitive to the rural character of the conservation area.
During the debate, a Member enquired about strengthening the flood condition. The Planning Officer assured that a fully worked-up drainage scheme would be required before any work commenced on site. The application was then approved in line with the officer's recommendation.

Members received and noted a report on applications that had been determined under delegated powers since the previous meeting.

The Planning Officer presented a report on recent appeal decisions, which the Sub-Committee noted.
