The committee was scheduled to consider an application for a premises licence for Popeyes, located at 14 Kingsland High Street, London E8 2JP. The applicant, PLK Chicken UK Limited, sought authorisation for late-night refreshment from 11:00 PM to 1:00 AM daily for indoor and outdoor service, and from 1:00 AM to 3:00 AM for delivery only. The premises currently do not hold a licence for any activities.

Representations were received from the Environmental Health Authority (Environmental Enforcement) on the grounds of public nuisance, and from five local residents on the grounds of prevention of crime and disorder, public safety, prevention of public nuisance, and protection of children from harm. These representations highlighted concerns about potential increases in noise, litter, anti-social behaviour, and the impact on property values. The applicant proposed a series of conditions, including CCTV, incident logging, and management of delivery drivers, to mitigate these concerns. The committee was to consider these proposals in light of Hackney's Statement of Licensing Policy, particularly policies relating to General Principles (LP1), Licensing Objectives (LP2), and Core Hours (LP3).

Application for Premises Licence: The Bike Shed, Arches 456 to 460, 384 Old Street, London, EC1V 9LT

The committee was also scheduled to review an application for a premises licence for The Bike Shed, located at Arches 456 to 460, 384 Old Street, London, EC1V 9LT. The applicant, Bike Shed Motorcycle Club Ltd, sought authorisation for films, recorded music, late-night refreshment, and the sale of alcohol. The proposed hours extended to 1:00 AM on Fridays and Saturdays for some activities, and the premises are situated within the Shoreditch Special Policy Area.

The Environmental Health Authority (Environmental Protection) had initially made a representation but subsequently withdrew it based on agreed conditions. One representation was received from local residents on grounds relating to the four licensing objectives. The applicant proposed numerous conditions, derived from their operating schedule and agreed with the Environmental Protection Team, covering areas such as CCTV, door supervision, incident logging, waste management, and noise control. These conditions were to be considered alongside Hackney's Statement of Licensing Policy, including policies on General Principles (LP1), Licensing Objectives (LP2), Core Hours (LP3), and Special Policy Areas (LP10). The report pack indicated that the current premises licence was granted on 10 September 2015.
