The Buckinghamshire Shareholder and Trust Committee met on Wednesday 28 January 2026 to review the financial accounts of two council-owned entities, Aylesbury Vale Estates and London Road Business Park Management Limited. The committee was also scheduled to discuss an update to its Terms of Reference, which now include oversight of Trusts where the council acts as sole trustee, and to consider the committee's forward plan for the upcoming year.
Terms of Reference Update
The committee was scheduled to review an update to its Terms of Reference, which had been approved by Cabinet on 8 January 2026. This revision formally incorporates the governance and operational oversight of Trusts for which Buckinghamshire Council is the sole trustee. The committee was to consider whether these updated terms, which now reflect its expanded remit and rename it the Buckinghamshire Shareholder and Trust Committee, remain relevant and fit for purpose. The report noted that the previous annual review of the Terms of Reference was conducted on 29 January 2025.
Aylesbury Vale Estates Financial Accounts 2024/25
The committee was scheduled to review the financial accounts for Aylesbury Vale Estates LLP for the year ended 31 March 2025. The principal activity of Aylesbury Vale Estates LLP during this period was property investment and development. The financial statements indicated a turnover of £18,652,509 and a gross profit of £11,294,736 for the year. The consolidated statement of financial position showed total assets of £58,565,354 as at 31 March 2025. The designated members of the LLP are Buckinghamshire Council and Akeman Partnership LLP.
London Road Business Park Management Limited Financial Accounts 2024/25
The financial accounts for London Road Business Park Management Limited for the year ended 31 March 2025 were also scheduled for review. The company's principal activity is property management. The income and expenditure account for the year showed an operating deficit of £175, with a surplus before taxation of £0. The balance sheet as at 31 March 2025 indicated net current assets of £0, with total assets equalling total liabilities. The directors of the company during the year were J C Reed and M Preston.
Forward Plan
The committee was to comment on and note the Buckinghamshire Shareholder Committee forward plan for 2025/26. This plan outlines upcoming topics for discussion, including six-monthly reviews of Key Performance Indicators and Risk Registers for each subsidiary, consideration of options for Consilio Property Ltd., and the annual review of Director Appointments to Subsidiary Bodies. It also details plans for reviewing the financial accounts of various entities and updates on charities and trust funds.
Exclusion of the Public
A resolution was proposed to exclude the public from the meeting for certain agenda items. This was to be done on the grounds that the discussions would likely involve the disclosure of exempt information relating to the financial or business affairs of particular persons, as defined in Part 1 of Schedule 12A of the Local Government Act. The confidential items scheduled for discussion included confidential minutes of the previous meeting, and the risk registers and key performance indicators for Aylesbury Vale Estates, Consilio Property Limited, and Buckinghamshire Advantage.
