The Scrutiny Committee of the Council of the Isles of Scilly was scheduled to consider the Isles of Scilly Fire & Rescue Service Prevention Strategy, alongside progress on the Children Social Care Improvement Plan and the Healthwatch Annual Report. The meeting's agenda focused on reports requiring a decision from the committee.
Isles of Scilly Fire & Rescue Service - Prevention Strategy
The committee was scheduled to review the Isles of Scilly Fire & Rescue Service Prevention Strategy, a document prepared to fulfil the service's duties under the Fire & Rescue Services Act 2004. The strategy outlines how the service aims to reduce fire-related injuries, fatalities, and other emergencies through prevention, education, and community engagement. It emphasises an intelligence-led approach, targeted resource allocation, and strong partnerships to protect vulnerable individuals and address risks such as road traffic collisions and environmental hazards. The strategy also aims to build resilience across the islands through data-driven decision-making, seasonal safety campaigns, and collaborative initiatives with local partners. The report indicated no additional direct financial implications, with activities contained within the allocated revenue budget. It also confirmed alignment with statutory duties under the Fire and Rescue Services Act 2004 and the Fire and Rescue National Framework for England. Environmental, equality, diversity, inclusion, crime and disorder reduction, and health and wellbeing implications were also noted.
The report pack included the full Isles of Scilly Fire & Rescue Service Prevention Strategy
document, which detailed the service's aim to work together to help people stay safe from fires and other emergencies.
It outlined how the service would work with our partners and communities to target our prevention, protection, resilience and preparedness activities to reduce community risk and enhance community resilience.
The strategy proposed an intelligence-led approach, using data from partner organisations, internal evaluations, historical data, and national statistics to understand risk and vulnerability. Resources were to be targeted towards those at greatest risk, with a commitment to professional staff, flexibility to meet local needs, and a focus on learning from experience and innovation. The strategy detailed planned community engagement activities, including station open days, school talks, and support for the Duke of Edinburgh Programme. It also highlighted the importance of continued effective partnership working with organisations to improve the safety, health, and wellbeing of vulnerable people. Success would be measured through key performance indicators, including dwelling fires, fire-related injuries, road traffic collisions, flooding, and other emergencies.
Children Social Care: Improvement Plan Progress
The committee was scheduled to receive a report on the progress of the Children Social Care Improvement Plan. This report was to be published separately.
Healthwatch Annual Report
A report from Healthwatch was also scheduled for discussion. This report, the Healthwatch Annual Report, was to be presented by the Policy and Scrutiny Officer.
