The Leicester, Leicestershire and Rutland Police and Crime Panel - Complaints Sub-committee met on Wednesday, 21 January 2026, to discuss complaints made against the Police and Crime Commissioner. Complaints Against the Police and Crime Commissioner

The sub-committee considered an exempt report detailing two complaints made against the Police and Crime Commissioner for Leicester, Leicestershire & Rutland. The Director of Law and Governance outlined that the sub-committee's role is to facilitate informal resolution of complaints, rather than acting as a disciplinary body. This process must adhere to regulations set out under the Police Reform and Responsibility Acts 2011 and the Elected Local Policing Bodies (Complaints and Misconduct Regulation 2012.

Following a series of questions posed to the Police and Crime Commissioner, Rupert Matthews, he left the meeting. The sub-committee then deliberated in private on the most suitable course of action to assist in the informal resolution of the two complaints.
