The Leicester, Leicestershire and Rutland Police and Crime Panel - Complaints Sub-committee met on Wednesday, 21 January 2026, to discuss complaints made against the Police and Crime Commissioner. The sub-committee resolved to share its conclusions regarding these complaints with the Police and Crime Commissioner and the complainants.
Complaints Against the Police and Crime Commissioner
The sub-committee considered an exempt report detailing two complaints made against the Police and Crime Commissioner for Leicester, Leicestershire & Rutland. The Director of Law and Governance outlined that the sub-committee's role is to facilitate informal resolution of complaints, rather than acting as a disciplinary body. This process must adhere to regulations set out under the Police Reform and Responsibility Acts 2011 and the Elected Local Policing Bodies (Complaints and Misconduct Regulation 2012.
Following a series of questions posed to the Police and Crime Commissioner, Rupert Matthews, he left the meeting. The sub-committee then deliberated in private on the most suitable course of action to assist in the informal resolution of the two complaints.
It was resolved that the conclusions reached by the Panel's Complaints Sub-committee regarding its consideration of complaints submitted against the Police and Crime Commissioner for Leicester, Leicestershire & Rutland would be shared with the Police and Crime Commissioner and the complainants following the meeting. The Chairman, Councillor L. Phillimore, noted with disappointment that confidential papers relating to the meeting had been disclosed to media outlets in advance, which he stated undermines individuals' privacy and the integrity of the informal resolution process.
