Corporate Plan 2026/27
The committee was scheduled to review the draft Corporate Plan for 2026/27, which is informed by the refreshed Doncaster Delivering Together
(DDT) Borough Strategy. This plan outlines the council's collective priorities and activities for the next five years, linking the DDT strategy to service plans and individual work. The Corporate Plan details key council activities aligned with the DDT 'Great 8' priorities and internal improvements. It is structured around five Big Collaborations
: Economic and Housing Growth, City Centre regeneration, Renewing Doncaster's Neighbourhoods, Learning and Culture, and Building Transport and Digital Connections. The plan also addresses tackling climate change, developing skills, making Doncaster a good place to do business, promoting healthier lives, creating safer and cleaner communities, nurturing a child and family-friendly borough, and ensuring a fit-for-purpose council. The report recommended that the committee note the plan's alignment with the DDT strategy, review and comment on its content, and make recommendations to inform the final version before it is presented to Full Council.
Mayor's Budget Proposals 2026/27 – 2029/30
The committee was scheduled to consider and respond to the Mayor's draft budget proposals for the period 2026/27 to 2029/30. The purpose of this review was to allow the Mayor to consider the committee's feedback before presenting the proposals to Full Council. The committee was advised to focus its review on four key areas: the alignment of the proposals with central government policy, their contribution to the outcomes detailed in the Doncaster Delivering Together (DDT) strategy and Corporate Plan, the extent to which consultation and evidence have been considered, and how challenges in delivering savings and capacity with reduced resources are being addressed. Guidance was provided to assist members in their review, emphasizing the importance of adding value to the budget-setting process by challenging the effectiveness of processes, the allocation of resources, and ensuring value for money, while remaining strategic and linking proposals to stated priorities.
Overview and Scrutiny Work Plan and Council's Forward Plan of Key Decisions
The committee was scheduled to receive an update on the Overview and Scrutiny Work Plan and the Council's Forward Plan of Key Decisions. The Senior Governance Officer was expected to present these documents, highlighting key areas of the work plan and future items programmed for the committee. The committee was to note these plans. The Forward Plan, covering February to May 2026, details key decisions expected to be taken by the Cabinet, Mayor, Deputy Mayor, Portfolio Holders, or Officers. These decisions are classified as Key Decisions
if they are likely to result in significant expenditure or savings, or have a significant impact on communities across two or more wards. The plan outlines upcoming decisions related to the High Needs Capital grant, a discretionary Supporting Small Business Relief scheme, the Capital Strategy and Budget, the Revenue Budget, the Housing Revenue Account Budget, the Corporate Plan, and the Council Tax. It also includes decisions on the Local Electric Vehicle Charging Infrastructure programme, the Quarter 3 Finance and Performance Report, and the St Leger Homes Performance Report.
