The Non-Strategic Planning Committee of West Northamptonshire Council met on Thursday 5 February 2026, approving all seven planning applications that were presented. These included a mix of developments, from extensions to existing businesses and changes of use for community facilities, to the permanent retention of modular school buildings and the development of temporary accommodation for homeless individuals.
Applications for Determination
2025/5037/TCA - Mountfield, High Street, Culworth
The committee raised no objection to proposed works to ten trees at Mountfield, High Street, Culworth, provided the work is completed within two years of the notification date and adheres to any existing planning consent conditions. Councillor Charles Manners, the applicant and a member of the council, had his application reviewed by the committee as per the council's constitution. The proposed works, including felling six trees and reducing the canopy of four others, were deemed to have a limited impact on the character of the Culworth Conservation Area.
2025/1996/FULL - The Bell Plantation, Watling Street, Towcester
Permission was granted for a rear extension to the existing garden centre at The Bell Plantation, Watling Street, Towcester, along with the creation of a covered storage area and ancillary offices. The development, which adds 3,508 square metres of enclosable floorspace, was approved subject to conditions. The committee considered the application against policies relating to the principle of development, highway safety, retail impact on Towcester, design, and neighbouring amenity. The applicant's agent, Adrian Fox, highlighted the business's importance to the local economy and its role in attracting visitors and providing employment. Conditions were imposed to restrict the use of the extended building to a garden centre and to prevent the mezzanine area from being used for retail sales, ensuring the vitality and viability of Towcester town centre.
2025/4600/FULL - 68 Banbury Road, Brackley
The committee approved the change of use of a dwelling at 68 Banbury Road, Brackley, to a dental surgery, along with a single-storey rear extension and alterations to parking. The application was called in by Councillor Fiona Baker due to concerns about parking, the impact on the residential character of the area, and potential for further commercial development. While local residents and the Parish Council raised objections regarding parking and highway safety, the Local Highway Authority raised no objections to the revised parking plan. The agent for the applicant, John Dickinson, assured the committee that the proposal would not lead to parking or highway safety issues, citing the practice's history at a nearby location. The decision was made subject to conditions, including restrictions on opening hours and noise levels, and the provision of secure cycle parking.
2025/3344/MAF - Land East of Hazelwood, Silverstone, Towcester
Permission was granted for the change of use of paddock land to an area of enhancement and rewilding, including landscaping, fencing, and a pond, at Land East of Hazelwood, Silverstone. The application was part-retrospective. Silverstone Parish Council supported the application, and no objections were raised by consultees including the Lead Local Flood Authority and Highways. The proposal was considered acceptable in principle, despite being located in the open countryside, due to the significant biodiversity enhancement it would provide. Conditions were attached regarding the details of the storage shed and the implementation of landscaping.
2025/2680/FULL - Wootton Park School, Wootton Hall Park, Northampton
The committee approved the permanent retention of a modular classroom building at Wootton Park School, Wootton Hall Park, Northampton. This retrospective application sought to regularise the building's use, which had been operating under temporary permissions that had expired. The application was supported by numerous letters of support from the local community, highlighting the urgent need for school places. However, Sport England raised an objection due to the loss of playing field land. The committee acknowledged Sport England's objection but ultimately granted permission, citing the critical need for educational facilities and the limited impact on public sports provision. The application was referred to the Secretary of State due to the objection from Sport England.
2025/3548/MAF - Claret Car Park, Edgar Mobbs Way, Northampton
Permission was granted for the development of 70 one and two-bedroom relocatable modular accommodation units at Claret Car Park, Edgar Mobbs Way, Northampton. This development is intended to provide short-term housing for vulnerable people awaiting more permanent accommodation. The application, led by West Northamptonshire Council, faced objections from local businesses and Councillor John East, who raised concerns about the site's suitability for residential use within an Enterprise Zone, potential noise and pollution from surrounding industrial uses, and the loss of matchday parking. Councillor Charlie Hastie, Cabinet Member for Housing, spoke in support, emphasising the council's statutory duty to address homelessness. The committee approved the application, subject to conditions including a 10-year time limit for the use and a detailed Match Day Access Management Plan.
2025/3544/MAF - Land at Former Lings Upper School, Billing Brook Road, Northampton
The committee approved the development of 38 two-bedroom relocatable self-contained modular accommodation units at the former Lings Upper School site, Billing Brook Road, Northampton. Similar to the application at Claret Car Park, this development is intended to provide temporary accommodation for homeless individuals and families. Objections were raised by local residents and the Principal of Northampton Academy regarding infrastructure impact, traffic, residential amenity, and safeguarding concerns for the adjacent school. The council's Cabinet Member for Housing, Councillor Charlie Hastie, and the Agent for the Applicant, Michael O'Connell, spoke in support, highlighting the urgent need for temporary accommodation. The application was approved subject to conditions, including a 10-year time limit for the use and specific requirements for drainage and fire safety.
The meeting also included the confirmation of the minutes from the previous meeting held on 8 January 2026 and announcements from the Chair regarding meeting procedures. No urgent business was raised.
