The Licensing Sub-Committee met on Wednesday 4 February 2026 to consider two licensing applications. The committee reviewed a licence review for Wine Rack and a new premises licence application for Cucina Habesha Ltd.

Wine Rack, 27 Richmond Way, London, SW14 0AS

The committee considered an application for a review of the premises licence for Wine Rack, trading as Wine Shop, located at 27 Richmond Way, London, SW14 0AS. The review was initiated by the Trading Standards Authority on the grounds of the prevention of crime and disorder, following the discovery of contraband tobacco products and high-strength beers priced below duty and VAT.

During the review, Trading Standards Officer Doug Love presented evidence of cigars with German language warnings being seized and high-strength beers being sold at prices below the legally mandated minimum of duty plus VAT. Invoices provided by the premises licence holder, Jagmon Singh, were deemed insufficient to explain the low pricing.

Following engagement with Mr. Singh and his representative, Surendra Panchal, Trading Standards noted constructive engagement and a willingness to improve. Mr. Singh agreed to implement conditions including responding to enquiries from responsible authorities within five working days, making invoices for alcoholic goods available upon request, and reporting any instances of individuals attempting to sell alcohol or tobacco products to Trading Standards within 24 hours. He also agreed to attend a training session for retailers of age-restricted goods.

Given these developments and the absence of further representations, Doug Love recommended that no further action be taken by the Licensing Sub-Committee. The committee agreed with this recommendation.

Cucina Habesha Ltd, Arch 90, Woodlane Arches, London, W12 7RQ

The committee considered an application for a new premises licence for Cucina Habesha Ltd, located at Arch 90, Woodlane Arches, London, W12 7RQ. The applicant, Blen Gebrekidan Mesfin, proposed to operate as a cafe/restaurant with extended hours for the supply of alcohol, late-night refreshment, and recorded music.

The application received one representation from the Environmental Protection Team, represented by John Garcia, who objected on the grounds of potential noise disturbance to residents of the nearby White City Living development, particularly concerning the proposed outdoor seating area and extended hours. Mr. Garcia requested that the application be refused or that the hours be restricted.

The applicant, Cucina Habesha Ltd, had agreed to conditions with the Metropolitan Police, detailed in Appendix 2 of the public reports pack[^1]. These conditions included operating primarily as a restaurant with alcohol sales ancillary to food, no vertical drinking, no bar accessible to customers, and alcohol only consumed by seated patrons in outdoor areas. They also agreed to robust CCTV measures, regular staff training, an incident log, a Challenge 25 policy, a safeguarding policy, no promotions encouraging excessive alcohol consumption, and a dispersal policy. Additionally, the applicant agreed that the entrance facing White City Living would not be used except in emergencies, with the primary entrance and exit facing Westfield.

After considering the application, the representations, the agreed conditions with the Metropolitan Police, and the applicant's operating schedule, the committee decided to grant the licence. The decision was made to grant the application in full, with the conditions agreed with the Metropolitan Police attached to the licence.
