The Planning Committee of Brent Council was scheduled to discuss three planning applications. These included proposals for a new community centre and training facility, temporary uses for sports and entertainment venues, and the erection of a new dwelling.
Little Trainers Playground and Hazel Road Community Centre, 26 Hazel Road and Harriet Tubman House, 28 Hazel Road, London, NW10 5PP
The committee was scheduled to consider a proposal for the demolition of existing buildings and the erection of a four-storey mixed-use building. This new building was intended to house a training centre and community hall, with associated roof and rear first-floor terraces, cycle parking, refuse storage, and landscaping. The report pack indicated that the proposal would result in the loss of a non-designated heritage asset, Harriet Tubman House, which was considered to be of low to medium significance. However, officers believed the public benefits of the enhanced community infrastructure would outweigh this harm. The design was described as high-quality and contemporary, aiming to improve the visual amenity and safety of the site and the adjacent Hazel Road open space. Concerns raised by objectors regarding heritage impact, loss of daylight/sunlight, and noise were addressed in the report, with officers concluding that the impacts were acceptable within an urban context. The proposal was also noted to be car-free, with sufficient cycle storage provided.
North Eastern Lands (Plots NE04, NE05 and NE06) - Land bound by Engineers Way, to the south and Fulton Road to the North and East, Wembley
This application was scheduled to be discussed for the temporary use of land for meanwhile uses over a three-year period. The proposal included an outdoor sports facility with five five-a-side floodlit all-weather football pitches and a single-storey pavilion building. Additionally, a temporary building for leisure, entertainment, and events was planned, along with storage buildings, external plant equipment, boundary treatment, shared public realm, cycle parking, accessible car parking, and an internal vehicular access route with a drop-off area. The report indicated that the principle of meanwhile uses for vacant land was supported by both the London Plan and Brent's Local Plan, aiming to stimulate vibrancy and viability in the Wembley Growth Area. The scale, layout, and appearance of the proposed structures were considered acceptable within the context of the surrounding dense urban area. Measures to mitigate potential noise and light disturbance to nearby residential properties were outlined, and highways-related matters, including parking and cycle provision, were deemed acceptable subject to conditions.
7 Randall Avenue, London, NW2 7RL
The committee was scheduled to consider a proposal for the demolition of a garage and three sheds, followed by the erection of a dwellinghouse with a basement level. The plans also included the addition of a new fence, provision for two car parking spaces, cycle and refuse storage, landscaping, and associated access to land at the rear of 7 Randall Avenue. The report highlighted that the site adjoins the Homestead Park Conservation Area, but the proposal was not considered to harm its character or appearance. Concerns raised by objectors regarding design, scale, impact on residential amenity, trees, and flood risk were addressed. Officers concluded that the proposed dwelling would have an acceptable impact on neighbouring amenities and that the design was appropriate for the area. The proposal was also noted to meet housing supply targets and contribute modestly to Brent's housing needs. A condition was recommended to ensure the development is implemented as a self-build dwelling, addressing concerns about the Biodiversity Net Gain exemption.
