The Investment Committee meeting scheduled for 09 February 2026 was set to cover a range of financial and operational matters for the City of London Corporation. Key discussions were anticipated around the Treasury Management Strategy Statement and Annual Investment Strategy for 2026/27, an update on treasury management as of December 2025, and the draft High-Level Business Plan for the City Surveyor's Department for the period 2026-2031.
Treasury Management Strategy Statement and Annual Investment Strategy 2026/27
A significant portion of the meeting was scheduled to be dedicated to the Treasury Management Strategy Statement and Annual Investment Strategy for 2026/27. This report, prepared by the Chamberlain, outlines the City of London Corporation's approach to managing its investments and treasury operations for the upcoming financial year. The strategy aims to ensure the security and liquidity of financial assets, while also seeking optimal returns. It details the Corporation's capital expenditure plans, prudential indicators, borrowing strategy, and investment policies, including creditworthiness criteria for counterparties and country limits. The report also addresses the prospects for interest rates and the management of interest rate exposure. A recommendation was made for the Investment Committee to review and approve this strategy.
Treasury Management Update as at 31 December 2025
An update on the City of London Corporation's treasury management portfolio as at 31 December 2025 was scheduled for information. This report, also from the Chamberlain, provides a summary of the current asset allocation of the short-term investment portfolio and its performance. It details the market value of the treasury management investment portfolio, significant transactions during the period, and the asset allocation by instrument type. The report also includes an analysis of the average return by asset type and the overall average rate of return for the portfolio, alongside performance against benchmarks and an overview of interest rate forecasts.
Draft High-Level Business Plan 2026-2031 - City Surveyor's Department
The committee was also scheduled to consider the draft High-Level Business Plan for the City Surveyor's Department for the period 2026-2031. This plan, prepared by the City Surveyor, outlines the department's key objectives, priority workstreams, and major projects, aligning with the Corporate Plan 2024-2029. It details the funding and people resources associated with each workstream, along with timescales and Key Performance Indicators (KPIs). The plan covers various departmental activities, including the Real Estate Investment Strategy, the Cyclical Works Programme, the Corporate Property Asset Management Plan, and contributions to major corporate initiatives such as the Climate Action Strategy. The report also addresses departmental operational property asset utilisation, corporate and strategic implications, security, financial, equalities, resourcing, and climate implications. A recommendation was made for the committee to approve this business plan, subject to any requested changes.
Forward Plan
A joint report from the Chamberlain, the City Surveyor, and the Town Clerk concerning the Investment Committee's Forward Plan was scheduled for information. This document provides an overview of the topics anticipated to be discussed in future meetings of the committee.
