The Planning and Regulation Committee of Lincolnshire Council met on Monday 09 February 2026 to discuss a range of planning applications and traffic management proposals. Key items on the agenda included a significant county matter application for sand and gravel extraction at Thetford House Farm, Baston, and a Development Consent Order application for a large solar photovoltaic electricity generating facility at Navenby. The committee also reviewed several proposed waiting restrictions in various locations across the county and a proposed 50mph speed limit extension in Spalding.
County Matter Application: Thetford House Farm, Baston
A significant portion of the meeting was scheduled to be dedicated to a county matter application by Cemex UK Operations Ltd for sand and gravel extraction at Thetford House Farm, Baston. The proposal includes plans for restoration to agriculture, recreation, and nature conservation, the creation of new public footpaths, and the erection of associated plant and infrastructure, with a new or altered access from the A15. The report pack detailed extensive environmental impact assessments, covering noise, hydrogeology, hydrology, flood risk, landscape and visual impacts, ecology, archaeology, air quality, transport, soil resource, climate change, and human health. Numerous consultations with local residents, parish councils, and statutory bodies such as the Environment Agency, Historic England, Natural England, and the Lincolnshire Wildlife Trust were documented, highlighting concerns and proposed mitigation measures. The report outlined a recommendation for conditional planning permission to be granted, subject to the applicant entering into a Section 106 legal agreement covering various restrictions and provisions, including HGV routing, habitat management, ditch maintenance, and the establishment of a community liaison group. A comprehensive list of planning conditions was also detailed, addressing heritage, soil management, highways, water management, restoration, aftercare, ecology, operational hours, noise, dust, lighting, and the construction of a bridge over the Carr Dyke Roman waterway.
Development Consent Order Application: Navenby Solar PV Electricity Generating Facility
The committee was scheduled to consider an application by Fosse Green Energy Limited for a Development Consent Order (DCO) to install a solar photovoltaic (PV) electricity generating facility with an export connection capacity of 240MW to National Grid's proposed Navenby Substation. The proposal also includes a 480MWh Battery Energy Storage System and associated infrastructure. The report recommended the submission of the Local Impact Report (LIR) to the Examining Authority (ExA) and proposed that the Council should object to the application in its written representations. The LIR focused on areas where the Council held statutory functions or particular expertise, highlighting concerns regarding landscape and visual impacts, ecology and Biodiversity Net Gain (BNG), public rights of way, flood risk, cultural heritage and archaeology, agricultural land, socio-economic impacts, minerals safeguarding, waste management, and grid connection certainty. Registered speakers, including Councillor Mrs Marianne Jane Overton MBE and the Chair of Thorpe on the Hill Parish Council, Councillor Nick Lyons, were scheduled to address the committee regarding local impacts and objections.
Traffic Regulation Orders and Speed Limit Proposals
Several traffic-related items were scheduled for discussion:
- Gainsborough, Tooley Street – Proposed Waiting Restrictions: The report detailed proposals for waiting restrictions on Tooley Street to manage parking, improve traffic flow, and ensure visibility at junctions. Two objections were received from residents concerned about the impact on parking availability and potential displacement.
- Keelby, Various Roads – Proposed Waiting Restrictions: Investigations into parking impacts around the school, church, and village hall in Keelby were scheduled for review. Proposals for 24-hour restrictions and mandatory school keep clear markings were presented, with four objections received, including requests for additional restrictions and concerns about parking displacement.
- Lincoln, Coulson Road – Proposed Waiting Restrictions: Waiting restrictions were proposed on Coulson Road to maintain vehicular access for farm traffic, the Internal Drainage Board, and Network Rail, and to enhance safety for cyclists and pedestrians. Two objections were received from university students concerned about the loss of on-street parking.
- Lincoln, Pioneer Way – Proposed Waiting Restrictions: Concerns regarding increased on-street parking in Pioneer Way, a cul-de-sac serving industrial units, led to proposals for 24-hour waiting restrictions to manage traffic flow and access. Five objections were received, suggesting additional restrictions were needed.
- Mablethorpe, Peter Chambers Way – Proposed Bus Stop Clearways: Proposals for bus stop clearways on Peter Chambers Way were presented to formalise bus stop provision and prevent parking obstruction. One objection was received from a resident concerned about traffic flow, pedestrian safety, and emissions from waiting buses.
- Spalding, Balmoral Avenue – Proposed Waiting Restrictions: Following an incident involving a child, proposals for waiting restrictions, including mandatory 'school keep clear' markings, were put forward to improve pedestrian visibility near Spalding Parish Church of England Day School. One objection was received regarding the potential loss of on-street parking for residents.
- Spalding, Fulney Drove and Mill Drove North – Proposed 50mph Speed Limit: The report outlined a proposal to introduce a 50mph speed limit on sections of Fulney Drove and Mill Drove North, following a high number of vehicle collisions at the intersection with side roads. This proposal was presented as a departure from the standard speed limit policy criteria, with a recommendation for the committee to consider initiating the statutory consultation process.
Other Business
The agenda also included standard procedural items such as apologies for absence, declarations of interest, and the minutes of the previous meeting held on 12 January 2026.
