The Cabinet Member Signing meeting was scheduled to discuss the procurement of structural works for Henrietta House and Carlton Lodge, and the award of housing asset management partnering contracts. The meeting's information status is PENDINGCOUNCILPUBLICATION, meaning the council has not yet published official information about what was discussed or decided.
Approval to Procure Contractor for Henrietta House and Carlton Lodge
The meeting was scheduled to consider a report seeking approval to begin the procurement process for essential structural repairs at Carlton Lodge and Henrietta House. These buildings have experienced significant structural deterioration, including falling concrete from balconies and walkways, necessitating temporary safety measures such as scaffolding and debris netting. The estimated cost for these works is £1.2 million. The report recommended granting approval to commence procurement via the London Construction Programme (LCP) Framework, with a pre-tender estimate of £1.2m. The works are intended to address issues such as concrete carbonation, which has led to spalling and exposed reinforcement bars, and are expected to contribute to the council's Corporate Delivery Plan 2024-2026 by improving housing quality and responding to the climate emergency through sustainable building practices.
Award of Housing Asset Management Partnering Contracts
The meeting was also scheduled to consider the award of four long-term partnering contracts for housing asset management. These contracts, following previous Cabinet approval in June 2025, are intended to cover investment and maintenance works across four geographical areas. The procurement process involved a mini-competition via the LCP Housing Framework. The report indicated that a review of the evaluation process led to changes in scoring and a revised recommendation for one of the four lots. The contracts are planned for an initial period of 5.5 years, with an option for a further 5-year extension. The objectives of these contracts include ensuring all council homes meet the Decent Homes Standard, achieving a minimum EPC B rating by 2035, and maintaining statutory safety standards. They are also intended to provide employment and training opportunities and support local small and medium-sized enterprises (SMEs). The evaluation of bids was based on 65% quality and 35% cost, with social value accounting for a significant portion of the quality assessment. The report detailed the recommended contractors for each of the four lots: Lot 1 (West), Lot 2 (Central), Lot 3 (East North), and Lot 4 (East South). Leaseholder observations regarding the procurement process and potential works were also included, with responses from the council addressing concerns about cost, timing, and the selection of contractors.
