The Licensing Sub-Committee (Licensing Act 2003 Matters) of Cotswold Council met on Thursday 12 February 2026 to consider an application for a new Premises Licence. The meeting's agenda focused on a single item: the determination of an application for a new Premises Licence for the Hyll Hotel.
Application for a New Premises Licence at Hyll Hotel
The committee was scheduled to consider an application for a new Premises Licence for the Hyll Hotel, located at Charingworth Manor, Charingworth, Ebrington, Chipping Campden. The application was submitted by Madfabulous Hotels Limited.
The report pack indicated that the application sought to allow the supply of alcohol, live and recorded music, and late-night refreshment between 10:00 and 01:00 daily, with opening hours from 00:00 to 00:00. The operating schedule proposed by Madfabulous Hotels Limited detailed the steps they intended to take to promote the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. These proposed conditions included the operation of a CCTV system, the employment of SIA registered door supervisors, staff training on age restrictions and responsible service of alcohol, and measures to prevent noise nuisance.
However, the committee was also scheduled to consider representations received regarding this application. The Ebrington Parish Council and several local residents had submitted objections, primarily focused on the proposed extension of music hours until 01:00 (and 02:00 before bank holidays). Concerns were raised about the potential for public nuisance due to noise travelling from the hotel's elevated position, particularly during late-night dispersal of guests. Residents highlighted the tranquil rural character of the hamlet and the potential for disturbance from noise, taxis, and vehicle movements. While no objections were raised to the proposed hours for alcohol and refreshment sales, the extension of music hours was seen as conflicting with local planning policies, the Cotswolds National Landscape Management Plan, and national policy regarding noise pollution and tranquillity.
The recommendation before the Licensing Sub-Committee was to consider the application in light of these representations and determine whether to grant the application as requested, grant it subject to necessary conditions to promote the licensing objectives, or refuse the application in whole or in part. The committee was provided with the council's Statement of Licensing Policy 2021/251 and the Revised Guidance issued under section 182 of the Licensing Act 2003 (November 2025)2 for their consideration.
