The Health and Social Care Select Committee of Hillingdon Council met on Tuesday 17 February 2026 to discuss the Hillingdon Health and Care Partnership (HHCP) Transformation Update, the implementation of resolutions from past reviews concerning the CAMHS Referral Pathway, and the Council's budget setting report for 2026/27. The committee also reviewed performance monitoring reports and the Cabinet Forward Plan.
HHCP Transformation Update
The committee received an update on the Hillingdon Health and Care Partnership (HHCP) transformation programme, which aims to improve resident outcomes, reduce avoidable hospital use, and support the long-term sustainability of local health and care services. Key achievements highlighted include a 4.9% decrease in A&E attendances between June and December 2025 compared to the previous year, a 34% reduction in No Criteria to Reside
(NC2R) delays, and a 36% reduction in emergency admissions among residents with severe frailty. The report also noted an increase in diagnosed hypertension prevalence to around 14%, with approximately 80% of patients achieving blood pressure control. Future priorities include scaling up proactive frailty and anticipatory care, embedding improved discharge practices, and sustaining the Lighthouse mental health crisis pathway.
Update on the Implementation of Resolutions from Past Reviews - CAMHS Referral Pathway
The committee reviewed the progress made in implementing recommendations from the CAMHS Referral Pathway Review, which was considered by Cabinet in March 2024. The update detailed system-wide transformation efforts across children and young people's mental health and emotional wellbeing services, adopting the THRIVE Framework. Key developments include the creation of the Hillingdon Thrive Together!
online platform, designed to be a comprehensive service directory, and a programme of engagement events to raise awareness of the THRIVE Framework. The report also outlined progress on ensuring a No Wrong Door
policy, with a focus on needs-based support and shared responsibility across services. Communications sent to parents are being reviewed for sensitivity and accuracy, and service-user involvement is being strengthened through initiatives like the Children and Young People Mental Health Co-ordinator role.
Budget Setting Report 2026/27
The committee considered the draft revenue budget and Medium-Term Financial Strategy proposals for 2026/27 to 2030/31 relating to services within its remit. Officers explained the process of developing the budget, including considerations for increased demand and the rising cost of care. Concerns were raised about the lack of narrative to support proposed savings projects, making it difficult for members to assess their impact. The committee requested further information on the likely impact of savings on staff and service delivery, and an explanation of any proposed increases in fees and charges. It was agreed that Ms Sandra Taylor, Corporate Director of Adult Social Care and Health, would provide this additional information.
Six Month Performance Monitoring Report
The committee reviewed the six-month performance report for 2025/26. While Hillingdon was noted to benchmark well in terms of service quality, concerns were raised about increasing service user satisfaction rates. Ms Sandra Taylor acknowledged disappointment with the current satisfaction levels and indicated a need for local engagement to understand the reasons behind this. The report also highlighted the Council's strong value for money in adult social care services, with the fourth lowest net spend in London. The committee congratulated Adult Social Care on achieving a 'Good' rating in its CQC inspection and discussed the frequency and focus of future inspections.

Work Programme
The committee considered and agreed its Work Programme for the year, noting future meeting dates and planned review topics, including a major review into adult social care early intervention and prevention.
