The Kingston Partnership Board was scheduled to discuss updates on river safety and poverty needs, as well as the development of a new Joint Strategic Needs Assessment. The meeting also included a review of the Kingston & Richmond Integrated Frailty Programme.
River Safety Forum Update
A verbal update was scheduled to be provided to the Board regarding the River Safety Forum.
Poverty Needs Assessment
The Board was scheduled to receive a verbal update on the Poverty Needs Assessment.
Developing the Joint Strategic Needs Assessment
The meeting was scheduled to consider the establishment of a Steering Group to complete a new Kingston Joint Strategic Needs Assessment (JSNA) for 2026/27. A JSNA is a statutory function of Health and Wellbeing Boards, designed to inform future service planning by assessing current and future health and social care needs within a local area. The previous JSNA was completed in 2023, and a new one is required to inform a new Joint Local Health and Wellbeing Strategy. The report outlined that the Kingston Partnership Board, which fulfils the functions of the Kingston Health and Wellbeing Board, would be asked to approve the establishment of this Steering Group and the proposed process for completing the assessment. The report noted that JSNAs are intended to improve the health and wellbeing of the local community and reduce inequalities, and that their findings are used to determine actions for local authorities, the NHS, and other partners. The proposed membership for the JSNA Steering Group included representatives from various council departments, NHS bodies, and local organisations such as Kingston Hospital, Healthwatch Kingston, and Kingston Voluntary Action. The aim was to complete the new JSNA before the end of March 2027, with resources to be drawn from the Kingston Ring Fenced Public Health Grant.
Kingston & Richmond Integrated Frailty Programme
A verbal update was scheduled to be given to the Board concerning the Kingston & Richmond Integrated Frailty Programme. This programme focuses on transforming care for older people living with frailty, aiming to help them maintain independence at home and achieve better health outcomes.
Public Questions
A period of up to 30 minutes was allocated for public questions on matters relevant to the Committee's responsibilities. Residents or representatives of organisations within the Borough were able to ask questions, provided they were submitted in writing by Friday 20 February 2026.
Previous Minutes
The Board was scheduled to approve the minutes of the previous meeting, held on 25 September 2025. The minutes from that meeting indicated discussions on the 10 Year Health Plan and Neighbourhood Health, the approval of the Kingston Pharmaceutical Needs Assessment (PNA) 2025, and the approval of the Kingston Compact 2025-2028. The 10 Year Health Plan, published in July 2025, aimed to reinvent the NHS through shifts from hospital to community care, analogue to digital, and sickness to prevention. The Neighbourhood Health model proposed community-based care led by local government and the NHS, with integrated neighbourhood teams and a focus on patient empowerment. The Kingston Pharmaceutical Needs Assessment (PNA) 2025 was a statutory duty for Health and Wellbeing Boards, used to plan pharmaceutical and related services. The Kingston Compact 2025-2028 was described as a shared agreement between the Council, NHS, and the voluntary, community, and social enterprise (VCSE) sector to strengthen partnerships and tackle inequality.
