The Planning Sub-Committee of Hackney Council met on Thursday 26 February 2026, approving three planning applications and noting delegated decisions. The meeting focused on planning matters, with decisions made regarding residential developments in Stoke Newington, Hoxton West, and Victoria wards.
Land to the Rear of 1-19 Victorian Grove, London, N16 8EN
Planning permission was granted for the demolition of existing buildings and the erection of a part single, part two, part three, and part four-storey building containing 35 residential units at Land to the Rear of 1-19 Victorian Grove, London, N16 8EN. The approved development includes associated cycle parking, waste/recycling storage, and landscaping. The scheme was revised to remove a commercial element, allowing for a greater provision of on-site affordable housing. The decision was made subject to conditions and the completion of a legal agreement.
Concerns were raised by neighbours regarding procedural issues, amenity impacts such as loss of daylight and sunlight, privacy, and noise, as well as design issues related to the scale and height of the proposed building. Objections also touched upon transport impacts, lack of affordable housing, and environmental concerns. The council's planning officers addressed these points, noting that while some amenity impacts were unavoidable in a dense urban context, they were considered acceptable and outweighed by the benefits of redeveloping an underutilised site and providing much-needed housing.

Conditional planning permission was granted for the demolition of an existing car park and storage buildings, and the erection of three six-storey buildings to provide 70 residential units and ground-floor flexible spaces at Thaxted Court, Murray Grove, London, N1 7QQ. The development also includes infilling of the basement car park, alterations to Thaxted Court, and associated car parking, landscaping, and public realm works. This revised scheme, which reduces the height and number of dwellings compared to a previous iteration, was approved subject to conditions and the completion of a legal agreement.
The application, which is part of Hackney Council's Housing Supply Programme, aims to deliver new homes on council-owned sites. Key considerations included the loss of car parking, with the development being car-free for new occupiers, and the provision of affordable housing, with 51% of units designated as affordable. Concerns were raised by neighbours regarding traffic impacts during construction, loss of daylight, sunlight, and privacy, and the loss of storage sheds. Transport for London also raised points regarding the relocation of a bus stop and the provision of blue badge parking spaces. The council's planning officers concluded that the benefits of the scheme, including the delivery of housing and public realm improvements, outweighed the identified harms.
1&3 Albert Close, Hackney, London, E9 7EX
Planning permission was granted for the construction of an additional storey to 1&3 Albert Close, Hackney, London, E9 7EX, involving the replacement of existing windows. This decision was made subject to conditions. The application was referred to the committee as it constituted the council's own planning application.
Neighbours raised objections concerning the disruption to the established stepped terrace typology, loss of privacy, loss of sunlight, and the potential for setting a precedent for other properties.
