The Cabinet of Brent Council was scheduled to consider a range of reports concerning financial resources, housing companies, procurement, public health, and waste management. Key discussions were anticipated regarding the allocation of the new Crisis and Resilience Fund and the business plans for the council's wholly-owned housing companies, i4B Holdings Ltd and First Wave Housing Ltd.
Crisis and Resilience Fund
A report was scheduled to outline the council's proposed approach to the use and allocation of the new Crisis and Resilience Fund (CRF). This fund is set to replace the Household Support Fund (HSF) and Discretionary Housing Payments (DHP), following an announcement by the Government. The proposed strategy focuses on providing crisis support and strengthening the resilience of local communities. Housing Company Business Plans and Governance
The Cabinet was due to review and consider the business plans for two of the council's wholly-owned housing companies: i4B Holdings Ltd (i4B) and First Wave Housing Ltd (FWH). Specifically, the agenda indicated a report seeking approval for a Director appointment to the boards of both i4B Holdings Ltd and First Wave Housing Ltd. Additionally, the final draft of the i4B Holdings Ltd Business Plan for 2026-27 and its revised Service Level Agreement with the Council were scheduled for consideration. Similarly, the First Wave Housing Ltd (FWH) Business Plan for 2026-27 and its revised Service Level Agreement with the Council were also on the agenda. Procurement Strategy
A new Procurement Strategy for Brent Council for the period 2026 – 2030 was scheduled for Cabinet approval. This strategy is intended to set out the guiding principles and priorities for the council's procurement activities, outlining how its spending power will be used to deliver value for Brent's residents and communities. Councillor Jake Rubin, Cabinet Member for Climate Action and Community Power, was the lead member for this report.
Children's Public Health Services
The Cabinet was scheduled to consider a report seeking approval for the direct award of a contract for Children's Public Health Services, covering the 0-19 age range, including Health Visiting and School Nursing. This contract also encompasses the child weight management service for children aged 0-5 years. Councillor Neil Nerva, Cabinet Member for Adult Social Care, Public Health and Leisure, was the lead member for this item.
Telecare Services with Harrow Council
Proposals for collaboration with the London Borough of Harrow on the provision of telecare services for vulnerable people and their carers were scheduled for discussion. The Cabinet was asked to approve the establishment of an Inter Authority Agreement to formalise this partnership. Councillor Neil Nerva, Cabinet Member for Adult Social Care, Public Health and Leisure, was the lead member for this report.
Recycling Contract Awards
The Cabinet was scheduled to consider a report seeking approval for a delegation of authority to the Corporate Director, Neighbourhood & Regeneration. This delegation would allow the Corporate Director, in consultation with the Cabinet Member for Public Realm and Enforcement, to authorise the award of contracts for the transportation and reprocessing of co-mingled recycling materials (Lot 1) and the reprocessing of fibre material (Lot 2). Councillor Krupa Sheth, Cabinet Member for Public Realm & Enforcement, was the lead member for this item.
Secure Cycle Parking
A report was scheduled to seek approval for the award of a contract related to secure cycle parking. This would cover the purchase and management of future bike hangars and nests, as well as the management and maintenance of existing facilities. Councillor Krupa Sheth, Cabinet Member for Public Realm & Enforcement, was the lead member for this item.
Corporate Performance
The Q3 Corporate Performance Report for 2025-26 was scheduled to be presented. This report aims to set out the council's performance position for the third quarter of the financial year, utilising the Borough Plan performance scorecard. Councillor Jake Rubin, Cabinet Member for Climate Action and Community Power, was the lead member for this report.
The agenda also noted that certain appendices related to the i4B and FWH business plans, as well as a list of tenderers for the secure cycle parking contract, were classified as exempt information under Paragraph 3 of Part 1 Schedule 12A of the Local Government Act 1972, relating to financial or business affairs.
