The Standards Committee of Haringey Council was scheduled to convene on Monday, 9th March 2026. The meeting's agenda included discussions on the Members' Special Responsibility Allowances Scheme for 2026-2027, updates to the council's constitution, and a special dispensation regarding membership of the North London Waste Authority (NLWA).
Members' Special Responsibility Allowances Scheme 2026-2027
A report from the Monitoring Officer was scheduled to be presented concerning the Members' Special Responsibility Allowances Scheme for the upcoming financial year. This item follows discussions from a previous meeting on 3rd February 2026, where the committee noted the current scheme and key findings from the Remuneration of Councillors in London 2023
report. At that time, members indicated they would discuss any recommended changes with political groups and present final recommendations in March 2026. The report pack indicates that a report on this matter was to follow, and a separate document titled 9th of March Standards Report Member Allowance 2026
[9th of March Standards Report Member Allowance 2026.pdf] was also listed.
Special Dispensation in Relation to Membership of North London Waste Authority (NLWA)
The committee was scheduled to consider a report from the Monitoring Officer regarding a special dispensation for membership of the North London Waste Authority (NLWA). This item was noted as following an agreement at the Full Council meeting on 2nd March 2026. A document titled Dispensation in relation to membership of NLWA
[Dispensation in relation to membership of NLWA.pdf] was provided.
Constitution Updates
An update to the council's constitution was also scheduled for discussion, with a report to follow from the Monitoring Officer. Documents related to the constitution, including Part Two - Articles - Track changes
[Part Two - Articles - Track changes.pdf] and Part 4 Section C - Miscellaneous Standing Orders
[Part 4 Section C - Miscellaneous Standing Orders.pdf], were included in the provided materials.
Filming at Meetings
The committee was reminded that the meeting may be filmed or recorded for broadcast. Members of the public participating in the meeting were informed that they are likely to be filmed and that by entering the meeting room, they consent to being filmed. The Chair of the meeting retains the discretion to terminate or suspend filming if it is deemed disruptive or prejudicial to proceedings.
Minutes of Previous Meeting
The committee was scheduled to confirm and sign the minutes of the Standards Committee meeting held on 3rd February 2026. The minutes from this previous meeting, available as Minutes 03022026 Standards Committee.pdf
[Minutes 03022026 Standards Committee.pdf], indicate that during that meeting, the committee noted the filming at meetings notice, received apologies for absence from Councillor Ali, and elected Councillor Erdal Dogan as Chair. The minutes of the 13th November 2025 meeting were also discussed and agreed. A key item from the previous meeting was the No Further Action Code of Conduct Complaints - Monitoring Officer Annual Report,
which was noted by the committee.
Urgent Business and Exclusion of Press and Public
The agenda included provisions for considering new items of urgent business, with the Chair having the discretion to admit late items. It was also noted that items 11 and 12 were likely to be subject to a motion to exclude the press and public. This exclusion would be due to the presence of exempt information, as defined in Section 100a of the Local Government Act 1972, relating to individuals. Item 11 specifically referred to Exempt Minutes
from the 3rd February 2026 meeting, and Item 12 concerned New Items of Exempt Urgent Business.
