The Full Council of the Isles of Scilly was scheduled to discuss a range of important matters, including several planning applications, the finalisation of a Conservation Area Appraisal and Management Plan, and the adoption of a new Statement of Licensing Policy. The Council was also set to review its calendar of meetings for the upcoming year and consider a proposed amendment to its Standing Orders regarding the holding of its Annual Meeting. Additionally, an executive decision regarding the acceptance of grant funding from Arts Council England was to be presented.
Planning Applications
The meeting was scheduled to consider two planning applications requiring a decision. The first was for P/25/113/FUL at Carn Gwaval Health and Wellbeing Centre, proposing the creation of a Belonging and Inclusion Hub. The second was for P/26/003/S52MO at Penolva, Borough, Tresco, concerning an application to discharge a Section 52 Planning Obligation that restricted the property's occupation to agricultural workers only.
Conservation Area Appraisal and Management Plan
A significant item on the agenda was the final Isles of Scilly Conservation Area Appraisal and Management Plan (CAAMP). This plan, developed by the Cornwall Archaeological Unit, provides a comprehensive appraisal of the islands' historic environment and outlines a structured management plan. The report details the special interest of the Conservation Area, identifies pressures and vulnerabilities, and sets out management principles and actions. The Council was asked to approve the final CAAMP for publication as non-statutory local planning guidance, noting the completion of the consultation process and any amendments made.
Statement of Licensing Policy
The Council was also scheduled to consider the Statement of Licensing Policy 2026-31. This policy is required to be determined every five years in accordance with the Licensing Act 2003. The report highlighted the need to consider feedback from the consultation and early engagement exercise regarding the Cumulative Impact Assessment for Hugh Town, St Mary's. The Council was asked to approve the Statement of Licensing Policy, with or without amendments, and to publish it before 1 April 2026.
Council Calendar and Standing Orders
The Council was asked to approve the Council Calendar for 2026/27, outlining the scheduled dates and times for various committee meetings. Additionally, a proposed amendment to Standing Order 2.1 was presented to allow for greater flexibility in the holding of the Council's Annual Meeting, specifically to enable it to be held on 21 May 2026.
Arts Council England Grant Funding
An executive decision, made under Standing Order 34 due to urgency, was to be presented regarding the acceptance of grant funding from Arts Council England. The grant of £87,072 was awarded to support the continuation of cultural activities and events on the islands, including programming for the new Isles of Scilly Cultural Centre and Museum (CCaM). The decision was urgent due to the need to confirm bookings and artists for the forthcoming season.

The meeting was also scheduled to receive several reports for information only:
- The Learning and Development Policy, which replaces previous policies and guidance, was presented for endorsement. This policy aims to modernise the Council's approach to workforce development, strengthen governance, and align with strategic needs.
- The Schedule of Delegated Planning Applications was provided for information, listing applications that have been registered and/or determined since the last schedule was published.
