The Full Council meeting of the Isles of Scilly Council was scheduled to address a range of administrative and strategic matters. Appointment of Committees and Forums for 2026/27
The council was scheduled to appoint members to various committees and forums for the 2026/27 period. This included the Licensing Committee, Governance Committee, Scrutiny Committee, Cornwall and Isles of Scilly Economic Prosperity Board, Inshore Fisheries Conservation Authority, Health and Wellbeing Board, and the Cornwall and Isles of Scilly Integrated Care Partnership. Reports detailing internal and external appointments were also to be considered, outlining specific roles such as Lead Member positions for various council services, and appointments to external bodies like the Devon & Cornwall Police and Crime Panel and the Cornwall Partnership NHS Foundation Trust.
Isles of Scilly Fire and Rescue Service Community Risk Management Plan 2023-2026: Progress Report and Interim Year Extension
A progress report on the Isles of Scilly Fire and Rescue Service's Community Risk Management Plan (CRMP) for 2023-2026 was scheduled for discussion. The report detailed progress made in areas such as prevention, protection, and response, alongside outlining an interim plan for 2026-2027 to ensure continuity and complete outstanding workstreams. The plan aimed to maintain momentum while laying the groundwork for the next full CRMP (2027-2032).
Cornwall and Isles of Scilly Marine Nature Recovery Framework
The council was set to consider the endorsement of the Cornwall and Isles of Scilly Marine Nature Recovery Framework (MNRF). This voluntary, evidence-based framework aims to restore and protect marine and coastal wildlife across Cornwall and the Isles of Scilly, complementing the statutory Local Nature Recovery Strategy. The framework identifies priority habitats and species, maps protected areas, and provides a blueprint for coordination and investment in marine nature recovery.
Moorwell Waste Site Roof Replacement
A business case was presented for the urgent replacement of the roof at the Moorwell Waste Site. The existing roof had suffered significant corrosion and storm damage, posing risks to operations, electrical plant, and staff safety. The report recommended replacing the entire roof with a durable, weather-resistant system designed for coastal conditions, with an estimated cost of £460,000 to be transferred from the capital budget.
Schedule of Delegated Planning Applications
A schedule of delegated planning applications, both registered and determined since the last publication, was provided for information. This included details on applications for alterations to listed buildings, new agricultural barns, tree works, and extensions, with decisions ranging from 'Granted' to 'Pending'.
Trustee Appointments to the Richard Addison Charitable Trust
The council was invited to appoint two Nominated Managing Trustees for four-year terms to the Richard Addison Charitable Trust. This trust, established for welfare purposes… in particular for the benefit of the old folks of the islands,
required these appointments to ensure its effective operation.
Other Scheduled Items
The agenda also included items such as the election of the Chairman and Vice-Chairman of the Council for 2026/27, consideration of minutes from previous meetings, and the reception of draft minutes from committees for information only. Motions and questions received under standing orders were also scheduled for consideration.
