The Corporate Overview and Scrutiny Committee meeting scheduled for 15 April 2026 was set to cover a range of significant council operations, including updates on procurement, the SAP One Programme, the council's commercial strategy, and performance monitoring. Gloucestershire County Council's Commercial Strategy 2026-2028
The committee was scheduled to receive an overview of the Gloucestershire County Council's Commercial Strategy for 2026-2028. This strategy had previously been approved by Cabinet on 18 March 2026. The report pack indicated that the strategy aims to guide the council's commercial activities over the next two years.
Corporate Performance and Risk Monitoring Quarter 3 2025/26
A significant portion of the meeting was dedicated to reviewing the council's performance and risk position for the third quarter of the 2025/26 financial year. This included updates on:
- Council Strategy Progress: An assessment of how the council was progressing against the priorities outlined in its overarching strategy.
- Overview of Performance: A detailed look at key performance indicators across various council services.
- Strategic Risk Monitoring Report: An examination of the council's most significant strategic risks, their potential impact, and the measures in place to manage them.
The report pack highlighted that in Quarter 3, approximately two-thirds of strategic performance measures were meeting or exceeding their targets, a slight decrease from previous quarters. Five of the 24 strategic risks were rated as 'High'. Factors impacting performance and risk included the sufficiency of markets, delivery models, or funding for services, as well as challenges related to long-term national issues, the quality of commissioned services, and demand pressures.
Local Government Reorganisation and Devolution Update
The committee was scheduled to receive an update on the Local Government Reorganisation (LGR) and Devolution Portfolio. Key developments were expected to include progress on the English Devolution and Community Empowerment Bill, expressions of interest for 'Foundation Strategic Authorities', and the expected 'minded to' Ministerial decisions regarding LGR for Gloucestershire. The report indicated that six of the seven councils had written to Ministers with their position, favouring Gloucestershire forming a single foundation strategic authority as a precursor to joining the West of England Combined Authority. Consultation for LGR had closed, and scrutiny proposals were being considered by the various councils.
Procurement and Contract Management
An update was scheduled regarding the work commissioned to review the operating model for procurement and contract management. This discussion was expected to cover how the council manages its contracts and ensures value for money from its suppliers.
SAP One Programme - Post Go Live
The committee was to receive a presentation on the SAP One Programme following its 'go live' phase. This would likely cover the initial performance and any immediate challenges or successes experienced since the system's implementation.
Stronger Futures Business Case
A presentation was planned on the business case for the Stronger Futures
initiative. This initiative was scheduled to be considered by Cabinet at its meeting on 22 April 2026.
GCC Scrutiny Review
The committee was to consider a report on the outcomes and recommendations resulting from workshops held by the Centre for Governance and Scrutiny (CfGS). These workshops were focused on reviewing the effectiveness and structure of scrutiny within Gloucestershire County Council.
Work Plan
The committee was scheduled to review its work plan and consider items for future meetings. This included potentially adding the Rural Strategic Estate Review and the Annual Review of the Council's Staff Survey Results to the agenda for the May 2026 meeting.
