The Company Member Cabinet Committee met on Thursday, 19 March 2026, to review the performance and future plans of Lancashire Renewables Limited and the Lancashire Environmental Fund. The committee approved the work programme for 2026-27 and endorsed the business plans for both organisations, noting that the Lancashire Environmental Fund will be wound down.
Work Programme 2026-27
The committee approved the updated work programme for 2026-27. This programme reflects a change to five meetings per year, with the aim of having no more than two companies report to each meeting, except in exceptional circumstances. This adjustment is intended to provide a more even spread of business throughout the year. The work programme can be viewed in full in the Work Programme 2026-27 document.
Lancashire Renewables Limited - Service Performance Review and Annual Business Plan 2026/27
The committee reviewed the performance of Lancashire Renewables Limited, agreeing with the company's service delivery and shareholder strategic priorities as outlined in the report. They also endorsed the Annual Business Plan and strategic priorities for the 2026/27 financial year. Lancashire Renewables Limited is a company in which Lancashire County Council owns 87.5% of the shares, with Blackpool Council holding the remaining 12.5%.
Lancashire Environmental Fund – Service Performance Review, Draft Accounts 2025 and Corporate Governance Checklist 2026
The committee received an update on the services provided by the Lancashire Environmental Fund. They noted the draft annual accounts for the year ending 2025, with the audit scheduled for April. The Corporate Governance Checklist for 2026 was approved. Crucially, the committee was informed that the Lancashire Environmental Fund will be wound down in an orderly manner according to proposed dates. The Lancashire Environmental Fund is a company in which Lancashire County Council holds a 25% stake.
