The Licensing Sub Committee C of Islington Council met on Tuesday 14 April 2026 to consider applications for new premises licences for two establishments: Reggae Flame and YRS LDN. The committee was scheduled to discuss the proposed operating hours, licensable activities, and conditions for each venue, with particular attention to their potential impact on the local licensing objectives and cumulative impact policies.
New Premises Licence - Reggae Flame, 35-43 Hornsey Road, London, N7 7DD
The committee was scheduled to consider an application for a new premises licence for Reggae Flame, located at 35-43 Hornsey Road, London, N7 7DD. The application sought permission for the sale of alcohol for consumption on the premises between 10:00 and 22:30, Monday to Sunday, with the premises to be open to the public from 10:00 to 23:00, Monday to Sunday.
The report pack indicated that there were two representations from local residents opposing the application, citing concerns about noise and previous breaches of licensing regulations. The Metropolitan Police had initially made a representation but withdrew it after the applicant agreed to incorporate their recommendations into the operating schedule. The applicant also proposed an amended operating schedule that included conditions to prevent the use of external speakers and to prohibit private functions outside of licensable hours.
The committee was to consider whether the application, located within the Angel and Upper Street Cumulative Impact Area, would have an adverse cumulative impact on the licensing objectives, as per Licensing Policy 3. If granted, the licence was to be subject to conditions prepared by the Licensing Officer, consistent with the operating schedule, and any other conditions deemed appropriate by the committee. The applicant's submission highlighted that the premises would operate as a food-led Caribbean restaurant, with alcohol sales being strictly ancillary to meals, and no vertical drinking or takeaway alcohol provision.
New Premises Licence - YRS LDN, 57-61 Charterhouse Street, London, EC1M 6HA
The committee was also scheduled to consider a new premises licence application for YRS LDN, located at 57-61 Charterhouse Street, London, EC1M 6HA. The application proposed the retail sale of alcohol for both on and off-premises consumption, Monday to Sunday, from 00:00 to 00:00 the following day. It also sought permission for a wide range of regulated entertainment, including plays, films, indoor sporting events, boxing and wrestling, live and recorded music, and dance, also from 00:00 to 00:00 daily. Additionally, the application requested permission for late-night refreshment from 23:00 to 05:00 the following day, Monday to Sunday, with the premises open to the public 24 hours a day.
This application was located within the Clerkenwell Cumulative Impact Area. The Metropolitan Police had made a representation, expressing concerns about the proposed hours and operating schedule, particularly in relation to crime and disorder in the area, which is identified as a primary hotspot for such issues. The Police suggested a reduction in hours, with alcohol sales to cease at 03:30 and premises closing at 04:00, and also recommended the removal of off-sales of alcohol. The Council's noise service had agreed on an additional condition with the applicant and had withdrawn their representation. The premises had previously held a licence with similar hours and activities, which was surrendered in August 2025. The applicant proposed an operating schedule that mirrored the previous licence, with some amendments and additional conditions to promote the licensing objectives.
The committee was to consider the Police's representation and the proposed conditions, including those related to CCTV, incident logs, staff training, door supervision, and an ID scan system for entry after 21:00. The applicant's submission detailed a concept for a glamorous, minimalist venue with a Mediterranean cuisine focus, aiming to balance sophisticated design with high-quality food and avant-garde techniques.
