The Health Overview & Scrutiny Committee of Gloucestershire Council met on Tuesday 26 May 2026 to discuss updates on maternity services, performance reports from the Gloucestershire Integrated Care System (GICS) and the NHS Gloucestershire Integrated Care Board (ICB), and to review the committee's work plan.

Maternity Services Update

A significant portion of the meeting was scheduled to focus on maternity services in Gloucestershire. This included an update on the delivery of these services, incorporating the outcomes of the Maternity Health Needs Assessment and the local 'Case for Change'. The committee was also set to receive information on the progress of the national Maternity and Neonatal investigation. Current issues scheduled for discussion included updates on the NHS Home Birth Service, the Aveta Birth Centre, and Cheltenham and Stroud Maternity Hospital.

Gloucestershire Integrated Care System (GICS) Performance Report

The committee was scheduled to receive an update on the performance of the Gloucestershire Integrated Care System (GICS) against NHS constitutional and other agreed standards. This report was intended to be taken as read, with an opportunity for members to ask questions.

NHS Gloucestershire Integrated Care Board (ICB) Report

An update on health and care services delivered by the NHS Gloucestershire Integrated Care Board (ICB), also known as NHS Gloucestershire, was also on the agenda. This report was expected to include updates from Integrated Care System (ICS) partners responsible for the commissioning and provision of NHS services in Gloucestershire. Similar to the GICS report, this was also to be taken as read with an opportunity for questions.

Work Plan Review

The committee was scheduled to conduct an annual review of its work plan for 2025-26. This involved reviewing the committee's work over the past year, noting any outstanding actions, and suggesting items for inclusion in the future committee work plan. Dates for future meetings were also to be noted.

The report pack also included minutes from previous meetings, including a joint meeting of the Adult Social Care and Communities Scrutiny Committee and the Health Overview and Scrutiny Committee held on 3 March 2026, and the Health Overview and Scrutiny Committee meeting on 10 March 2026. These provided context and noted progress on previous actions.
