The Planning and Development Control Committee meeting on Tuesday 14 April 2026 discussed a range of planning applications, ultimately refusing the proposal for Phoenix Academy due to concerns over design, heritage impact, quality of accommodation, and sports facilities. The committee approved applications for the Former Dairy Crest Site, Land to the Rear of The Grange, Land Between Becklow Gardens and Askew Crescent, Sacred Heart High School (both planning permission and listed building consent), The Matrix Studios Complex, and The Chapel, Archel Road.
Phoenix Academy, The Curve, London W12 0RQ
The committee refused the application for the demolition of existing buildings and structures at Phoenix Academy and the comprehensive redevelopment of the school site. The proposal included the erection of two new residential buildings ranging from two to eight storeys, containing 307 flats, and one new school building ranging from two to five storeys to provide 8,091 square metres of educational floor space.
The refusal was based on eight reasons, including concerns about the design, scale, and positioning of the development, which were deemed to be overbearing and harmful to the character and appearance of the local townscape and skyline. There were also significant concerns regarding the failure to preserve or enhance the character and appearance of the Old Oak and Wormholt Conservation Area, resulting in less than substantial harm. Officers also cited inadequate quality of accommodation for future occupiers due to poor daylight and sunlight provision, and harmful reductions in daylight and sunlight to neighbouring properties. Furthermore, the development failed to demonstrate justification for the loss of existing sports facilities and open spaces, and the affordable housing provision did not meet adopted requirements in terms of amount, tenure, mix, and location. Issues with biodiversity net gain, loss of a Category B tree, and potential inaccuracies in landscaping calculations were also raised. Finally, the overprovision of school parking without robust justification was deemed unacceptable.
Despite the applicant's request for a deferral to address concerns, the committee voted to refuse the application.
Former Dairy Crest Site, Land Beneath and Bounded by Westway and West London Railway Line and Adjoining 58 Wood Lane, London W12
The committee granted planning permission for a Section 73 application to vary conditions on an existing outline planning permission. The amendments sought to vary conditions related to design codes and parameters, use and floorspace, BREEAM standards, car parking, and disabled parking spaces. Key changes included increasing the academic floor space within Development Zone 3 to up to 42,200 square metres, minor design changes to DZ3 including an increase in southern building height, a revised servicing strategy to an at-grade arrangement, and a revision of the energy strategy to a heat pump-led system. The development was approved subject to conditions and the completion of a satisfactory legal agreement.
Land to the Rear of The Grange, 218 Goldhawk Road, London W12 9PD
Planning permission was granted for the redevelopment of the site, comprising the erection of a four-storey residential building with eight dwellings. The proposal also included associated rooftop PV panels, plant and enclosures, amenity spaces, public realm and landscaping, cycle parking, and replacement pram stores. The development was approved subject to conditions and the completion of a legal document.
Land Between Becklow Gardens and Askew Crescent Off The A4020 / Uxbridge Road to the West of Shepherd's Bush, London
The committee granted planning permission for the redevelopment of the site, comprising the erection of a part three-storey and part five-storey residential building providing 20 dwellings. All dwellings would be affordable housing, consisting of 30% social rent and 70% shared ownership. The proposal also included provision for cycle parking, one blue badge parking space, communal areas, and public realm improvements. The development was approved subject to conditions and the completion of a legal document.
Sacred Heart High School, 212 Hammersmith Road, London W6 7DG
Two applications relating to Sacred Heart High School were discussed and approved.
The first application sought planning permission for the conversion of the Stuart Building, an existing school gymnasium, into a school theatre and performing arts centre. This included the erection of an extension to the east elevation to provide foyer facilities, an infill extension to the west elevation, and associated internal and external alterations. The proposal was approved subject to conditions and the completion of a legal document.
The second application sought listed building consent for the conversion of the Stuart Building. This included associated internal alterations. The committee voted to grant listed building consent, subject to conditions.
The Matrix Studios Complex, 91A Peterborough Road, London SW6 3BU
Planning permission was granted for the erection of two additional floors at roof level, creating a second and third floor, for office floorspace. The proposal also included the installation of solar panels and rooflights, ground and first floor extensions, and alterations to external facades. The development was approved subject to conditions and the completion of a legal agreement.
The Chapel, Archel Road, London W14 9QH
Planning permission was granted for the change of use of the building from a Grenadian Consulate (Sui Generis) to a nursery (Class E). The nursery would accommodate 80 preschool pupils and 35 staff. No external alterations were proposed. The development was approved subject to conditions and the completion of a legal document.
During the closing remarks, the Chair, Councillor Nikos Souslous, acknowledged the end of the committee's tenure due to the upcoming local elections and paid tribute to Councillor Alex Karmel, a long-standing member of the committee, for his contributions. Councillor Karmel also thanked the officers for their support.
