The Corporate Parenting Panel of Lincolnshire Council was scheduled to discuss its work programme and engage with young people to understand their experiences of Keeping Well and Keeping Safe
. The meeting's agenda also included reviewing the minutes of the previous meeting and hearing announcements from the Chair and Chief Officers.
Corporate Parenting Panel Work Programme
The panel was scheduled to review its work programme for the coming year to ensure that scrutiny activity was focused where it could be of greatest benefit. The work programme would be reviewed at each meeting to ensure its relevance and value to the council and its partners. The agenda outlined several themes for future meetings, including Participation
, Keeping Well
(covering physical and mental health and wellbeing), Where We Live
(focusing on sufficiency of housing, fostering, and supported living placements), Our Aspirations for the Future
(education, training, employment, and careers), and My Challenges and How I Keep Safe
(criminal justice and interventions).
The report pack indicated that the panel was invited to note the work programme and highlight any additional activities that could be included for consideration. Specific items planned for future meetings included the Lincolnshire Leaving Care Service Annual Report, the Sufficiency Strategy update, the Lincolnshire Virtual School Annual Report, and various quality and standards reports. The panel was also expected to receive reports on Children in Care performance, the Regional Adoption Agency, and fostering and adoption matters.
Keeping Well and Keeping Safe
This part of the meeting was scheduled to provide the panel with an opportunity to engage with young people and those who support them. The aim was to gain a better understanding of the experiences of young people in relation to their wellbeing and safety.
The minutes from the previous meeting on 15 January 2026, available in the Printed minutes 15012026 1000 Corporate Parenting Panel, indicated that the panel had previously discussed the Children in Care Performance Report for Quarter 2. During that discussion, concerns were raised regarding the percentage of children in care with an up-to-date health check, with officers explaining significant resourcing issues and understaffing within the relevant service. The panel had resolved that the Chairman would write to the relevant body to express dissatisfaction with this aspect of performance. The minutes also detailed discussions and resolutions regarding the Private Fostering Annual Report and the Family Adoption Links Annual Report.
