The Leicester City Council convened for a special meeting on Thursday, 14 May 2026. The primary item on the agenda was the appointment of Honorary Aldermen, a recognition for former councillors who have rendered eminent service.
Appointment of Honorary Aldermen
The meeting was scheduled to consider the conferral of the title of Honorary Alderman upon two former councillors, Kiritkumar Doshi and Lucy Chaplin. This honour is bestowed upon individuals who have provided significant service to the council as past members, in accordance with Section 249 of the Local Government Act 1972. The decision requires a resolution passed by at least two-thirds of the members voting at the meeting.
The report pack outlined the qualifying criteria for this title, which include having completed a period of more than one full term as a councillor and not having previously held the position of Lord Mayor. It was also stipulated that an individual should not seek public office after being awarded the title, or they would forfeit it. Nominations for Honorary Alderman can be considered annually and can be put forward by councillors who are not part of a political group. The report indicated that both Kiritkumar Doshi and Lucy Chaplin met these established criteria.
The report also detailed that an Honorary Alderman may attend and participate in civic ceremonies as decided by the Council, but they do not have the right to attend council meetings or receive any allowances. There were no direct financial, legal, equalities, or climate emergency implications identified in relation to these appointments.
