The Planning Committee of Enfield Council met on Tuesday 17 March 2026 to discuss several planning applications. The meeting's agenda included proposals for new residential developments, variations to existing planning permissions, and retrospective applications for changes of use.
95 Trent Gardens, London, N14 4QB
The committee was scheduled to consider a proposal for the demolition of an existing bungalow and the erection of a two-storey block containing six self-contained flats. The report pack indicated a recommendation to grant planning permission subject to conditions, with the Director of Planning and Building Control being authorised to agree the final wording of these conditions. The proposal aimed to make efficient use of an under-utilised corner plot, contributing to the borough's housing supply. It was noted that the scheme would deliver new housing, including replacement family housing, and incorporate environmental enhancements such as green roofs and Sustainable Drainage Systems (SuDS). The development was also proposed to be car-free, with provision for cycle parking.
103A Bourne Hill, London, N13 4BE
A proposal for the demolition of an existing dwelling and associated outbuildings, followed by the redevelopment of the backland site to provide seven two-storey, four-bedroom dwellings, was scheduled for discussion. The recommendation was for the Director of Planning and Growth to be granted delegated authority to grant planning permission subject to conditions. This development was intended to deliver a net gain of six dwellings and additional family housing in a borough with an identified housing shortfall. The scheme was designed to meet or exceed internal space standards, provide generous private gardens, and incorporate landscaping, tree planting, and green roofs. The Transport Planning team raised no objection, subject to conditions securing cycle parking, electric vehicle charging, refuse storage, and construction management plans.
Exeter Road Estate, Exeter Road, Enfield, EN3 7TW
The committee was set to consider a Section 73 application seeking to vary conditions on an existing planning permission for the Exeter Road Estate redevelopment. The primary amendments related to Phase 1 of the development, including a reduction in the height of Block B, a decrease in the overall number of dwellings from 46 to 37, and revisions to the building footprint, massing, and elevational treatment. The proposal aimed to ensure compliance with updated Building Safety Regulator requirements and to better align the housing and tenure mix with local housing needs, while maintaining 100% affordable housing provision. The report indicated that these changes would not result in significant adverse impacts on neighbouring amenity or transport, and would improve performance in relation to tree reprovision and the Urban Greening Factor. A Shadow Section 106 Agreement was to be agreed to secure relevant obligations.
Former Garages, Adjacent to 33 and 27-32 Ivy Road, N14 4LP
This item concerned a Reserved Matters application for landscaping, following an outline planning permission for the redevelopment of the site to provide nine dwellings and six parking spaces. The committee was scheduled to consider the landscaping proposals, which included soft landscaping with native and naturalised species, and hard landscaping using permeable block paving. The proposal aimed to enhance the local environment, benefit biodiversity, and mitigate climate change impacts. While the loss of some trees was accepted due to site constraints, the landscaping strategy was considered to provide ecological enhancement and visual integration.
74 Houndsden Road, London, N21 1LY
The committee was scheduled to discuss a Prior Approval application for two single-storey rear extensions. One extension was proposed to be 3.97m deep and 3m high, adjacent to No. 72 Houndsden Road, and the second was to be 5m deep and 3m high, adjacent to No. 76 Houndsden Road. The application was brought to the committee due to the applicant being a councillor. The assessment focused on the impact on neighbouring amenity, with the report indicating no objection in this regard, concluding that the proposal would not result in significant loss of light or appear overbearing.
22 Lancing Gardens, London N9 9EU
This application sought retrospective planning permission for a change of use from a single-family dwelling (Use Class C3) to a House in Multiple Occupation (HMO) for up to five people (Use Class C4). The proposal involved internal reconfigurations only, with no external extensions. The report indicated that the scheme was considered acceptable as it would contribute to the borough's housing stock, provide accommodation of an acceptable standard, and have no significant adverse impact on neighbouring amenity or highway safety. Conditions were proposed to restrict occupancy to a maximum of five people, ensure communal facilities are retained, and secure cycle and refuse storage. The application was brought to the committee as the applicant is the Chair of the Planning Committee.
Dates of Future Meetings
Finally, the committee was scheduled to note the date of the next meeting, which was to be held on Tuesday 21 April 2026.
