The Alcohol and Entertainment Licensing Sub-Committee of Brent Council was scheduled to consider an application to vary a premises licence for Just Cravings Ltd. The meeting's agenda focused on a single item: the application to amend the operating conditions of the premises.
Application to Vary Premises Licence for Just Cravings Ltd
The primary item scheduled for discussion was an application from Just Cravings Ltd, located at 150 Willesden Lane, NW6 7TH, to vary its existing premises licence. The application sought the removal of Condition 19, which was imposed by the Licensing Committee on 23 April 2025. This condition currently states:
No customers shall be allowed into the venue or collect any products from the venue from 00.00 hours (midnight): Sunday-Thursday. Any orders from 00.00hrs (midnight) to 01.45am on Sunday-Thursday shall be by delivery service only.
The applicant, Just Cravings Ltd, proposed that customers should be permitted to enter the premises and collect orders on-site between 12:00 am (midnight) and 1:45 am from Sunday to Thursday, instead of the current restriction to delivery-only service during these hours. The report pack indicated that this variation was requested to allow for in-store service during these extended hours.
The report pack detailed that Condition 19 was originally imposed due to representations from local residents who raised concerns about anti-social behaviour, crime and disorder, noise, and littering in the area. The applicant, represented by Mustafa Ahmed, Managing Director, argued that they had fully complied with the condition and had taken extra steps to manage noise, litter, and customer behaviour, with no recent complaints. They stated that removing this restriction would allow for walk-in customers throughout the week while continuing to promote the licensing objectives.
However, the Licensing Authority, represented by Rhea Vagarwal, Licensing Enforcement Officer, had made a representation expressing concerns that no substantive evidence had been provided to demonstrate that the problems leading to the original imposition of the condition had been addressed. The Licensing Authority suggested a compromise: that Condition 19 be disapplied only for the duration of Ramadan, with the condition remaining in force at all other times of the year.
Correspondence within the report pack also included an email from Councillor Anthony Molloy, the local councillor for Kilburn, who expressed strong support for the application, describing Just Cravings as a lively little business in a commercial location that desperately needs such activities.
The report pack also contained the decision notice from the original premises licence hearing on 23 April 2025, which detailed the concerns raised by local residents regarding noise and littering, and the conditions that were subsequently imposed. These included measures such as CCTV installation, waste management protocols, and discouraging patrons from congregating outside the premises after 11:00 pm.
