The Licensing Sub-Committee of Lambeth Council was scheduled to consider two applications for variations to premises licences for Co-Op stores located on Norwood Road. These applications sought to extend the hours for the sale of alcohol, with a significant portion of the extended hours to be dedicated to online deliveries. The committee was also provided with minutes from a previous meeting held on 12 March 2026, which included discussions on licensing applications for Milan Pizzeria and a review of the licence for Macan Lounge.
Licensing Applications for Co-Op Stores
The committee was scheduled to discuss two applications from Co-operative Group Food Ltd to vary the premises licences for their stores at 539-541 Norwood Road, London SE27 9DL, and 178 Norwood Road, London SE27 9AU. Both applications sought to extend the sale of alcohol for consumption off the premises to 24 hours a day, seven days a week. A key aspect of these variations was that alcohol sales between 11:00 pm and 7:00 am would be restricted to online delivery only.
The report indicated that the Licensing Authority had submitted representations for both applications, raising concerns about the potential impact on the licensing objectives of preventing public nuisance, crime and disorder, and protecting children from harm. The Licensing Authority's representations highlighted that the requested hours exceeded those recommended in Lambeth's Statement of Licensing Policy1 for off-licences located in local centres and shopping parades. While the applicant proposed a schedule of conditions to mitigate potential issues, the Licensing Authority felt these conditions did not go far enough. The report noted that the applicant and the Licensing Authority had engaged in mediation, and agreed conditions were attached to the reports for the committee's consideration.

Minutes of Previous Meeting (12 March 2026)
The report pack also included the minutes from the Licensing Sub-Committee meeting held on 12 March 202612. This previous meeting addressed two licensing applications:
Milan Pizzeria, 143 South Lambeth Road, London SW8 1XN (New Application): This application was for a new premises licence. The discussion focused on the requested hours for late-night refreshment and opening hours, which fell outside the council's licensing policy. The applicant's legal representative, Mr. Oisin Daly, presented arguments regarding the premises operating under a lower-risk model and its delivery-led nature. Representations were received from the Licensing Authority, and the minutes detail the applicant's responses and proposed conditions. The committee ultimately resolved to grant the application with specific conditions regarding public access hours and waste disposal times.
Macan Lounge, 136-138 Streatham Hill, London SW2 4RS (Review): This was an application for a review of an existing premises licence. The review was initiated by the Commercial Licensing Authority due to alleged repeated failures to comply with licence conditions and uphold licensing objectives, particularly concerning public safety and the prevention of public nuisance. Representations were received from various parties, including the Commercial Licensing Authority, Environmental Health Team, a ward councillor, the Metropolitan Police, and local residents. The report detailed concerns about noise, public disorder, and breaches of licence conditions. The applicant's representative, Mr. Bill Donne, argued against revocation, highlighting the use of Temporary Event Notices (TENs) and disputing some of the allegations. The minutes record extensive presentations from interested parties, including Councillor Donna Harris, Erin Golding (representing local residents), Matthew Onakoya (Environmental Health Team), and Bojan Ristanovic (local resident). Following deliberation, the Sub-Committee resolved to revoke the premises licence.
