The Joint Committee of the London Boroughs of Brent, Lewisham and Southwark met on Tuesday 17 March 2026 to discuss updates on the Shared Technology Service (STS), including its performance and cybersecurity. The meeting also covered the future dates for the committee's meetings.

Shared Technology Service Update Report

A significant portion of the meeting was scheduled to focus on the Shared Technology Service (STS) Update Report. This report was intended to provide an overview of the performance of the STS across the three participating boroughs. The report was expected to detail key performance indicators and operational metrics for the service. It was also noted that an appendix containing the STS Risk Register was classified as exempt from public disclosure due to containing information relating to the financial or business affairs of particular persons or authorities.

The recommendations for this report included noting the progress made across various areas, changes to the Inter-Authority Agreement, and the formal notice from Southwark Council regarding its exit from the shared service. The summary of the report indicated that Service Level Agreement (SLA) performance for priority 3 and 4 operational issues and requests had improved or been maintained. The report also highlighted that STS had achieved a low number of open issues and requests despite an increasing user base. Initiatives such as laptop replacements, SD-WAN infrastructure projects, and the implementation of Zero Trust Network Access were detailed as key projects influencing demand. The report also noted the introduction of a new Customer Satisfaction (CSAT) survey, which showed an average score of 4.7 out of 5.

Shared Technology Service Cyber Security Update Report

The meeting was also scheduled to receive an update on the cyber security status, threats, and mitigations related to the Shared Technology Services. This report was also classified as exempt from public disclosure. The previous minutes from the meeting on 25 November 2025 indicated that this update would cover the onboarding of a provider for 24x7 Security Operations Centre monitoring, further development of cyber security controls, and work related to cyber security with LOTI (London Boroughs' Technology and Innovation). It was also noted that emergency planning exercises involving councillors were being scheduled.
