The Overview and Scrutiny Committee of Haringey Council was scheduled to consider updates on the council's financial position and progress against its Corporate Delivery Plan. The committee was also set to review several scrutiny review reports, including one on hospital discharge and another on the provision of services for children under one year old.
Safeguarding: Group-Based Child Sexual Abuse (CSA Data)
The committee was scheduled to receive a report concerning group-based child sexual abuse (CSA) data. This item was prompted by discussions at a previous Adults & Health Scrutiny Panel meeting where the Independent Chair of the Haringey Safeguarding Adults Board stated there was no evidence of grooming gangs in Haringey. The panel had sought to scrutinise crime data from the Metropolitan Police to verify this, and the police had initially agreed to present information at a subsequent panel meeting before declining the invitation. The proposal was for the Metropolitan Police to be invited to the Overview and Scrutiny Committee meeting to provide crime data on grooming gangs in Haringey, given the cross-cutting nature of this issue across the Adults & Health, Children & Young People's, and Culture, Community Safety & Environment Scrutiny Panels.
Finance Update - Q3 2025/26
A report detailing the council's financial position at the end of the third quarter of the 2025/26 financial year was scheduled for consideration. This report had previously been presented to the Cabinet on 10th March 2026.
Corporate Delivery Plan Update - Q3 2025/26
The committee was due to review a report outlining the council's progress against the actions set out in the Corporate Delivery Plan (2024-26) as of the end of Quarter 3 of 2025/26. This report had also been made available to the Cabinet prior to their meeting on 10th March 2026.
Employment and Skills
A report on employment and skills was scheduled for discussion, following concerns raised at a 'Scrutiny Café' consultation event regarding worklessness, job insecurity, and low pay within Haringey. The report was expected to detail the council's programmes, initiatives, and strategies related to employment and skills, as well as information on the work undertaken by Capital City College in Haringey. Key points from the report were anticipated to include Haringey's unemployment levels compared to similar boroughs, the proportion of economically inactive residents due to ill health, and the borough's low job density, which contributes to a prevalence of lower-paying jobs and in-work poverty. The report was also expected to cover the support available to Haringey residents, including services provided by the Adult Learning Service and Haringey Works, and partnerships with organisations like Jobcentre Plus and Capital City College.
Strategic Workforce Planning
The committee was scheduled to consider a report on the council's workforce, strategic workforce planning, and employee wellbeing. This report was expected to provide an overview of the council's workforce, including recent insourcing of services like Homes for Haringey and the Fusion contract for leisure centres. The report was also anticipated to detail the council's Workforce Strategy, agreed in July 2024, and the planning processes within directorates and services. Information on employee wellbeing, including the council's dedicated wellbeing hub and available support programmes, was also expected to be presented.
Work Programme Update
The committee was scheduled to review its current 2025/26 work programme. This included noting the programme and approving proposed Scrutiny Reviews. The reviews listed for potential approval were: Violence Against Women & Girls, an interim report on the Provision of Services for Children Under One Year Old, an interim report on Walking & Cycling Safety, and a review on Communications with Residents concerning Adult Social Care. A late submission for a Scrutiny Review report on Hospital Discharge from the Adults & Health Scrutiny Panel was also to be considered. This review was understood to examine the overall joined-up approach to hospital discharge, including reablement and integrated community care, with recommendations focusing on improvements such as a stronger multi-agency community-based approach. Considerations regarding the redesign of reablement services and the Home from Hospital
offer, which ensures essential provisions for patients returning home, were also expected to be discussed. The review also covered Continuing Healthcare (CHC), aiming to strengthen residents' access to information and the council's ability to secure adequate health funding.
North Central London Joint Health Overview & Scrutiny Committee (NCL JHOSC) - Amended Terms of Reference
The committee was scheduled to receive a report regarding amended terms of reference for the North Central London Joint Health Overview & Scrutiny Committee (NCL JHOSC).
