The Northern Area Planning Committee of Wiltshire Council met on Wednesday 13 May 2026 to consider a range of planning applications. The agenda included discussions on planning appeals and updates, followed by several planning applications for new residential developments, a temporary campsite, and commercial units.
Planning Appeals and Updates
The committee was scheduled to receive details of completed and pending planning appeals. This included an overview of appeals received between 2 and 30 April 2026, and appeals decided between 2 and 30 April 2026. Notable appeal decisions included the dismissal of an appeal regarding listed building consent for works at Merrythatch, Bushton, and the allowance of an appeal for the conversion of a barn at South Pavenhill Farm, Purton. Appeals concerning noise management plans at Euridge Manor Farm were also dismissed.
Planning Applications
The committee was set to consider five planning applications:
Pittville, Bremilham Road, Malmesbury (PL.2025.03305)
This application proposed the erection of four new dwellings with single garages, following the demolition of an existing bungalow and garage workshop. The application was called in by the Ward Member, Councillor Gavin Grant, due to concerns about parking, overlooking, and loss of amenities to neighbouring properties. The report indicated that the proposal was considered to comply with the development plan and NPPF, subject to conditions.
Building at Seagry House, Upper Seagry (PL.2025.06615)
This application sought full planning permission for the erection of two buildings: one for mixed agricultural and equestrian use (workshop, storage, office, stables) and another comprising four flexible commercial units (B8 storage/distribution and/or Class E(g) business use). The proposal also included the demolition of an existing B8 storage building, site remediation, and associated infrastructure. The application was brought before the committee at the request of Councillor Howard Greenman due to concerns about the scale, visual impact, design, environmental and highway impact, and consistency with the Neighbourhood Plan. The officer's recommendation was to grant planning permission, subject to conditions and a legal agreement for Biodiversity Net Gain.
Land at Kington Lane, Chippenham (PL.2025.07685)
This was an outline planning application, with access approved, for the erection of up to eight self-build dwellings and associated infrastructure. Councillor Howard Greenman requested the application be considered by the committee if minded to recommend approval, citing concerns about scale, visual impact, environmental and highway impact. The officer's recommendation was to grant outline planning permission, subject to a legal agreement and conditions.
Parcels of Agricultural Land Owned by Manor Farm, Kempsford in Marston Meysey Village (PL.2025.09378)
This application sought full planning permission for a change of use of agricultural land to a temporary festival campsite for up to 60 caravans, to be used for up to 7 days annually in association with the Fairford Royal International Air Tattoo (RIAT). The officer's recommendation was to grant planning permission, subject to conditions.
Petroil Ltd, Common Platt, Purton (PL.2026.01525)
This application sought Permission in Principle for residential development of a minimum of three and a maximum of four dwellings (Use Class C3). The officer's recommendation was to grant Permission in Principle. Concerns had been raised regarding environmental and highway impact, and the proposal being out of keeping with existing buildings and representing encroachment into greenfield land.
The meeting also included standard agenda items such as apologies, minutes of the previous meeting, and declarations of interest. There were no Part II items scheduled for discussion.
