I just want to formally introduce the review of the borough statement of licensing policy. This is the sixth revised version of Newham's council licensing policy. Undertaking in order to comply with the requirements placed on us as a licensing authority by the Licensing Act 2003. And strongly supports our corporate plan priority for building a safer new. This policy has been prepared to assist the licensing authority in reaching a decision on applications, setting out those matters that would normally be taken into account. It seeks to provide information for applicants, residents and businesses in the borough and the responsible authorities of the licensing authority's expectations. The policy has been completed completely rewritten from scratch to produce a constructive and modern policy, which is aspirational and sets a constructive tone. The authority actively encourages early pre-application engagement with the responsible authorities prior to an application being lodged. And as well as offering a pre-application advice service also focuses on mediation between all parties where we have those application. The policy was approved by Licensing Committee on the 20th of February 2020, 2025. And I just want to commend all those on Licensing Committee that have helped to support this and those in the wider consultation. We can control those assets in the hands of local people. The report sets out how the Council proposes to lease at nil cost their unused piece of land to e16 community land trust. To develop a small scheme of affordable homes, e16 CLT will seek planning permission source development finance and manage the construction process. The homes will be sold at a price that is affordable to someone on an average income in NUM and kept affordable for future buyers. Community lead housing is about empowering local people to make a difference to the challenges faced in local areas. The depth and impact of housing prices means that a wide range of solutions are needed. Community lead housing is a movement that has been growing in popularity and profile across London and this will be the first such development in NUM. e16 CLT is supported by a well-established community lead housing London who work with community groups, councils and housing associations and developers to provide expertise in the duty of community lead housing. Community lead housing London is supported by the Mayor of London in GLA. e16 CLT identified a council home site occupied by this few garages now says no plans to develop itself. The initial plan indicate that the site could do the nine homes, several which will be much needed for family sized homes. What's the challenge with secondary schools? I just want to get a bit of understanding around it. How do we, well, good question. You mentioned just before around funding provision and so forth. Is there a scope of how we activate that more? Just a question of what could be done or if there are difficulties or barriers that you've experienced along the way.

“I wanted to provide the following update to council, members and residents on the subject of knife crime and community safety. Under the previous tory government, we oversaw a 77 per cent increase in knife crime. Under a new Labour government, I welcome the announcement by the Prime Minister, Home secretary in forming the Anti Knife Crime Coalition - Government to launch new coalition to tackle knife crime - GOV.UK (www.gov.uk) The coalition will look at tackling the root cause of knife crime, rather than addressing the symptoms, banning ninja swords, disrupting the online sale of illegal knives, stronger sentencing, along with the current zombie/knife surrendering in order to half knife crime in the next 10 years. The impact on knife crime impacts victim (s), families, wider community which can lead to a heightened level of fear, tension, and continued ripple effects. I spent time speaking with family members who attended the knife crime summit last week and l will be forging greater partnerships with them and others in our continued our approach in addressing this issue. Within Newham, we have also been affected by knife crime and we are also encouraging the safe surrendering of knifes. Providing an anonymous, non-judgemental and safe way to dispose of knives. Working closely with my other cabinet colleagues within health, housing, children’s, the deployment of new knife bins and trauma kits have been provided to our youth zones, community centres, places of worship and other assets across the borough. In my role and apart of the violence reduction unit multi faith alliance core steering group, the aim of supporting local places of worship/centres with preventive support will be also empirical. Last year I also hosted a get hired job event for young people with a renowned charity organisation to commemorate the life of Stephen Lawrence, who lost his life to knife crime. Additionally, our youth empowerment, children services and offer for young people will also play a crucial role. This will build on the new Young Futures programme, already set out by the Home Office, to offer young people a pathway out of crime. I stress the need for greater policing responsibility and standards locally within Newham and I recognise the pledge to put more police and PCSO officers within our communities and the increase in funding by Mayor of London in creating a safer place for every resident not only in London but within Newham. Later this evening you will hopefully hear a motion on tackling knife crime further and I encourage members to endorse this, thank you”.
