...to approve the sale of the Council-owned properties at 20, 22 and 28 Whalebone Lane South, Dagenham, as shown edged red in the site plan at Appendix 1 to the report, on the terms set out in Appendix 2 to the report, delegating authority to the Strategic Director, Housing, Environment and Communities, in consultation with the Leader and the Head of Legal, to agree the final terms and contract documentation to fully implement the sale of the site, and authorising the Head of Legal, or an authorised delegate on her behalf, to execute all the legal agreements, contracts and other documents on behalf of the Council.

...to approve an invest-to-save program to build and commission three council-owned specialist children's homes across seven properties within the borough, pending a successful capital match-funding bid to the Department for Education.

...the Cabinet approved the Be First (Regeneration) Ltd Business Plan 2025/30 and authorized the Strategic Director, Inclusive Growth and Place to take necessary actions for its implementation, including agreeing to variations within the bounds of the Subsidy Control Act 2022.

...to mitigate financial and customer impacts, the Cabinet approved a waiver of tendering requirements to continue using existing temporary housing stock from Housing Britain under previously agreed contractual arrangements until March 2027, and authorized the Strategic Director, Housing, Environment and Communities to finalize the contract.

...to recommend the Assembly to note the Treasury Management Annual Report for 2024/25 and approve the actual Prudential and Treasury Indicators for 2024/25, as detailed in the report's Appendix 1.
