The Cabinet of Tendring Council decided on 24/07/2026 to note the financial outturn position and approve the use of the General Fund outturn variance. The Chief Executive, in consultation with the Portfolio Holder for Corporate Finance and Governance, is authorised to utilise £0.250m for contingency and £1.000m for general capacity. The Corporate Director (Place and Wellbeing), in consultation with the Portfolio Holder for Leisure and Public Realm, is authorised to implement arrangements for £0.050m to support local sports grant schemes. The Section 151 Officer, in consultation with the Corporate Finance and Governance Portfolio Holder, is authorised to adjust the 2025/26 outturn position based on external auditor recommendations.

Cabinet noted the annual review of the Career Track apprenticeships programme, including its impact, governance, quality assurance, and financial position. Cabinet requested officers continue to report financial updates through the two-year financial planning process and quarterly financial reporting.

Tendring Cabinet decided on 24/07/2026 to welcome the UK Government's endorsement of Clacton's 10 Year Vision and Investment Plan for the Pride in Place programme. They approved the Year 1 delivery funding of £360,000 capital and £232,000 revenue, and authorised the Chief Executive to sign Memoranda of Understanding with the Clacton Town Board and the Ministry of Housing, Communities and Local Government. Authority was delegated to the Portfolio Holder for Economic Growth, Regeneration and Tourism for capital expenditure decisions and to the Deputy Chief Executive for revenue delivery funding.

Tendring Cabinet on 24/07/2026 noted the Treasury Management performance for 2025/26, approved the Prudential and Treasury Indicators for 2025/26, and approved an amendment to Treasury Management Practices. This amendment increases the maximum investment per money market fund to £6 million from £4 million.

Cabinet formally approved the Draft Clacton Town Centre Culture-Led Framework and Draft Action Plan for public consultation. The consultation period will commence on 17th August 2026. The Portfolio Holder for Arts, Culture & Heritage is authorised to approve consultation arrangements.
