Local Government Association (LGA) Corporate Peer Challenge Report and Council Action Plan

DRAFT TAMESIDE CLIMATE AND ENVIRONMENT STRATEGY AND DELIVERY PLAN 2026 - 2031

This report presented the draft Tameside Climate and Environment Strategy (The Strategy) and Delivery Plan 2026 – 2031 for release to public consultation. The strategy provides a framework to enable the actions required to reduce the impact of the borough of Tameside, alongside the impacts of Tameside Council, on the issues of climate change and the environment. This strategy and delivery plan follows the Climate Change and Environment Strategy 2021 – 2026. This draft strategy had been developed alongside internal and external consultation, and initial public consultations through a public event and an online survey. Following release, it would be subject to extensive public consultation and the finalisation of an Equality Impact Assessment (EQIA) based on the outcome of consultation.

AWARD OF THE CONTRACT FOR THE DELIVERY OF THE BIKEABILITY PROGRAMME IN TAMESIDE

The report sought permission to award a contract to Bike Right Limited to deliver the BikeAbility Programme in Tameside following a procurement process which was conducted fully in accordance with Tameside Metropolitan Borough Council Procurement Standing Orders and in conjunction with OJEU requirements via the CHEST (the Northwest procurement portal). This follows an Executive Decision to commence the tender for the new Bikeability contract approved in November 2025. The contract was for a period of 27 months commencing on 1 January 2027 at a total cost of £0.353m for the duration of the contract. The funding for this service was subject to the council receiving grant funding from Active Travel England, the allocation for each year of the contract was: Year 1 (2026/2027) = Maximum funding available £0.033m Year 2 (2027/2028) = Maximum funding indicative £0.159m Year 3 (2028/2029) = Maximum funding indicative £0.161m Year 2 (2027/28) and Year 3 (2028/29) funding was subject to the council being allocated the grant. Activity during the contract period would be closely monitored by the council. Providers were required to record activity and will only be paid against the actual number of sessions delivered in the period.

Hattersley Pride in Place Programme - Update

This report provided an update on the Hattersley Pride in Place Programme including the establishment of the Hattersley Neighbourhood Board, boundary amends and the appointment of a Chair. It sought formal approval for the Board's Terms of Reference and requests that Executive Cabinet notes the Hattersley Pride in Place boundary, Neighbourhood Board membership, and approves the appointment of Laura Nicholas as Neighbourhood Board Chair.

EQUIVALENT FOOD PROVISION, AND CHILDREN IN RECEIPT OF EDUCATION OTHERWISE THAN AT A SCHOOL (EOTAS)

This report outlined changes to DfE non-statutory Free School Meals Guidance as updated March 2024 which included new guidance on children receiving education otherwise than at school (EOTAS). Whilst it was not a statutory requirement, the DfE expected local authorities to consider making equivalent food provision (EFP) for children with an EHCP, receiving EOTAS under section 61 of the Children and Families Act 2014 and have no provision named in section I of their final EHCP and would otherwise be eligible for a Free School Meal if attending on roll at a school.
