The Corporate Peer Challenge: Final Feedback Report

To seek approval to publish the final Corporate Peer Challenge (CPC) Progress Review report following a scheduled follow up visit by the Local Government Association’s (LGA) Peer Team in December 2025. The Corporate Peer Challenge (CPC) is a free peer review process run the by the Local Government Association (LGA). The Peer Challenge team first visited the Council between 10 and 12 March 2025. They interviewed and ran workshops with officers and Councillors from across the organisation, as well as external partners. The 3 June 2025 Executive approved the publishing of the Peer Team’s feedback report. This presented a very positive picture of the Council as an organisation and a partner. As with all CPC reviews, a number of recommendations to support continued improvement were made and an Action Plan to respond to these was also approved at the meeting. Ahead of the scheduled return visit by the CPC Team, the 3 November 2025 Executive approved the publishing of a Progress Review Position Statement. This outlined progress against the agreed Action Plan, with all available activities either in progress or complete. The in-person progress review took place in the Civic Offices on 9 December 2025. This involved discussions and workshops with Members and officers. The final progress review report from the LGA can be found in Appendix A. Approval is sought to publish it on the Council’s and LGA’s websites. As with the first report, this presents a very positive picture of the work of the Council. When published this will conclude the review process.

Infrastructure Improvements at Faraday Business Park, Daedalus

To seek approval of a budget for professional fees associated with infrastructure requirements at Faraday Business Park, Daedalus and a delegation to award associated contracts. Daedalus is the Council’s largest employment site being allocated in the Fareham Local Plan (2037) to provide a total of 127,900 sqm of space. The 369-acre freehold site was purchased in 2015 from the Homes and Communities Agency. It is an important Corporate Priority project for the Council and was identified as an accelerated key project as part of the annual review of the Corporate Strategy undertaken in October 2025. Faraday Business Park is one of the most advanced areas of Daedalus being located on its eastern side. Development has been undertaken and the extent of this is above that originally envisaged. The capacity of the main access into the site (junction of Spitfire Way/Broom Way) has been investigated and works are likely to be required to maximise the development potential of the site. One solution is a link road between Faraday Business Park and the Skills and Innovation area (See Appendix B). It would connect Spitfire Way and Meteor Way, dispersing traffic movements between the two junctions. Initial budget costings have been prepared and the anticipated cost is approximately £2,200,000. The remaining land at Faraday Business Park is currently being marketed to potential occupiers. Non-Airside land extends to circa 9.2 acres, which has a projected land value significantly above the project cost of the link road. In addition, there is also non-airside land, the extent of which is difficult to pinpoint. as the boundaries could extend into the airfield. The Council does have initial interest from an occupier in a large section of the land at Faraday Business Park and there are critical timescales associated with the requirement. Taking account of the potential land receipts, the business case is strong and this is a project the Council should progress further, especially given current interest in the land. Notwithstanding this the longer the project is delayed the longer it could take to maximise the development potential of employment land at Faraday Business Park. The Council has recently made a grant application to Hampshire County Council in relation to the project from LEP Legacy Reserve Funds. If successful this would not cover the entire cost as the Council has offered match funding of 50% and it has been suggested that this will be funded from Retained Business Rates (RBR), subject to Executive approval. The outcome of the grant funding application will not be confirmed until the summer of 2026. It is proposed that the Council should start the project now and it is therefore recommended that the Executive approve a budget for the associated professional fees (£410,000). This will enable the project to proceed without delay at least to a developed design and planning stage. If the Council waits until the grant funding is confirmed there will be a delay in delivery. This budget request will be funded from RBR. Eventually, if the project proceeds and a grant can be secured any expenditure is likely to form part of the match funding noted above. If funding cannot be secured, the project can be paused, but at least a planning consent should have been secured and progress has been made.

Fareham Housing External Decoration Contract - Trident Maintenance Services Ltd

To seek Executive approval for a contract value increase for the Fareham Housing External Decoration Contract. This 5-year contract (with Trident Maintenance Services Ltd.) includes options to extend for an additional 2 years to deliver external redecoration (and associated external cleaning) to Council Housing stock, and associated improvements to associated property components. The existing contract covers the financial years 2020/21 to 2027/28 – providing external painting/decoration services and the cleaning of fascia`s, soffits and rainwater goods, for the Council’s housing stock. As part of this contract there is a function to identify external repairs and carry out works to rectify. This includes any necessary renewal of the roof line components such as fascia, soffits & guttering, removal of Asbestos soffit boards, and Soil & Vents where Asbestos has been confirmed. The extent of these renewal works has been far greater than anticipated. Positively this has allowed for upgrades and improvements to the Council’s housing stock and ensured the redecoration works are effective, but it has also significantly increased the contract spend incurred and anticipated to occur. Previous spend against the contract has been incorporated in annual Housing Revenue Account budgets, and the future spend is reflected in budget forecasting (such as 2026/27).

Provision of Advisory Support to Portsmouth City Council

To seek Executive approval to delegate authority to the Director of Streetscene to enter into a Service Level Agreement with Portsmouth City Council for the provision of strategic advisory support relating to the Terrorism (Protection of Premises) Act 2025 (“Martyn’s Law”). Portsmouth City Council has requested support from FBC to help them prepare for the Terrorism (Protection of Premises) Act 2025. The work equates to approximately one day per month and includes chairing their Martyn’s Law Working Group and providing specialist advice on both Standard and Enhanced Tier requirements. Agreements to deliver services in partnership with another local authority require Executive approval. A delegation is therefore needed to allow the Director of Streetscene to enter into the proposed SLA.

Changes to National Planning Policy Framework - Response to Consultation

To provide the Executive with an overview of the proposals contained with the Government’s proposed reforms to the National Planning Policy Framework (NPPF) and to seek approval for the submission of the consultation response attached at Appendix A. The Government is clear in its consultation on the proposed changes to the NPPF, that building a more streamlined and efficient Planning System is essential to meeting the Government’s ambitious housing delivery targets and growing the Nation’s economy. The proposed reforms to the NPPF seek to substantially reduce the time it takes to adopt Local Plans and determine planning applications. Substantial changes addressed within the consultation involve the methods of how to implement changes to the Development Plan Making system with policies and guidance on the introduction of Strategic Development Strategies, a new regime for how Local Plans are written and adopted and the introduction of national development management policies. The accompanying briefing paper summarises the key proposed changes and considers their potential impact upon Fareham Borough. The consultation is being considered by the Planning Strategy Advisory Panel on the 25 February and any matters raised by the Panel will be provided to the Executive to consider as part of their decision making. The consultation on the proposed changes to the NPPF, closes on 10 March.
