The Combined Authority Board resolved to note the appointment of Kirklees Council's Combined Authority Board Member and Substitute, and the appointment of political balance members to the Combined Authority Board. The Board also appointed political balance members to the Governance & Audit Committee, Investment Board, and Weaver Network Board.

Project Approvals - Bus Reform Fleet Provision

The West Yorkshire Combined Authority Board approved the Bus Reform – Fleet Provision scheme for Rounds 1 and 2 to proceed to Decision Point 4 and commence work on Activity 5. This decision was made on 30/07/2026. The Board also approved additional funding of £90,347,136, bringing the total approval to £121,526,206.

The Combined Authority Board approved changes to the governance and assurance arrangements for the Mayor's Police and Crime Commissioner functions. This decision was made on 25/06/2026. The Joint Independent Audit Committee will be restructured into an Independent Audit Committee focusing solely on West Yorkshire Police, and the Combined Authority's Governance and Audit Committee will take on scrutiny of PCC corporate governance.

The Investment Board approved the Business Support Infrastructure (Ecosystem) scheme to proceed through decision point 2-4 and commence delivery, with Combined Authority funding of up to £7,000,000. This decision was made on 16/07/2026. The Board also approved the Business Support Infrastructure (Local Authority Framework) scheme to proceed through decision point 2-4 and commence delivery, with Combined Authority funding of up to £9,200,000. Additionally, the West Yorkshire Supply Chain Programme was approved to proceed through decision point 2-4 and commence delivery, with Combined Authority funding of £2,000,000.

The Combined Authority Board approved the Bus Reform – Fleet Provision scheme for Rounds 1 and 2 to proceed through Decision Point 4 and commence Activity 5. The Board approved additional funding of £90,347,136, bringing the total approval to £121,526,206, with estimated total scheme costs up to £265,821,038. Future approvals will follow the assurance pathway, approval route, and tolerances outlined in the Business Case Summary.

West Yorkshire Indicative Housing Pipeline & Partnership Models
