Cash Box Credit Union Annual Update

Cash Box Credit Union was established in 2004 and is a trusted organisation whose main aim is to provide access to affordable and ethical financial services for people most at risk of being financially disadvantaged. It is a not-for-profit, financial co-operative, a form of community bank, providing fair and affordable financial services to support people and communities in Tameside and Glossop. The current focus of Cash Box is future growth, and in so doing reach out to more financially vulnerable people. Looking forward it has the legitimacy and experience to play an important role in dealing with the challenges that face an increasing number of people and families across Tameside and Glossop. The report provided details of Cash Box’s current trading position and new initiatives aimed at encouraging more people and local businesses to use the credit union.

Ashton and Stalybridge Town Centre Improvements (CRSTS Reprioritisation)

This report sought approval to accept £5.8m of City Region Sustainable Transport Settlement (CRSTS) reprioritization funding from the Greater Manchester Combined Authority(GMCA) to support the delivery of town centre improvement works in Ashton-under-Lyne and Stalybridge. The report also sought Cabinet approval to enter into two Delivery Agreements with TfGM (appendices 2 and 3) and sought delegated authority for the Director of Strategic Growth to manage and deliver the two programmes, including procurement and contract award. The schemes would deliver public realm and active travel improvements aligned with wider regeneration programmes, including Levelling Up Fund / Capital Regeneration Programme (LUF / CRP) investment

Pride in Place Impact Fund - Round 3

The Pride in Place Impact Fund was a time-limited, 100% capital programme providing £1.5m across 2025/26 and 2026/27, to deliver visible improvements that rebuild community pride by March 2027. This paper set out recommendations for resourcing of projects received during round three of the Pride in Place Impact Fund programme. In line with the approach agreed by Executive Cabinet, all proposals received under round three had been scored against the agreed assessment criteria. All proposals which were complete, with sufficient details submitted to inform a comprehensive review were assessed, this was 55 projects. Projects had been assessed in line with the requirements of MHCLG and using a robust, transparent and fair approach to scoring all the applications received. The report detailed that for round 3 submissions, 24 projects were recommended for funding, totalling £807,099, these schemes would commit the full amount of Pride in Place Impact Fund being committed

HIGHWAY SAFETY PROGRAMME – CONTRACT AWARD

Ashton and Stalybridge Mayoral Development Corporation – Consultation Update and Next Steps

This report presented the outcome of the public consultation undertaken on the proposed Ashton and Stalybridge Mayoral Development Corporation (MDC), provided an update on the development of the MDC Business Plan and governance arrangements, including preparation of a constitution, and seeks approval to progress to the next phase of the establishment process. The proposed MDC would provide a dedicated delivery vehicle to support the regeneration of Ashton and Stalybridge, building upon the work of the Ashton Mayoral Development Zone (AMDZ) and supporting Greater Manchester's ambition to create the country's first exemplar of transport-led regeneration. The MDC would coordinate regeneration, housing, employment, infrastructure and transport investment opportunities across the Ashton and Stalybridge Gateway area. The consultation had concluded and demonstrates overall support for the creation of the MDC. Work continues in parallel on the MDC Business Plan, governance arrangements and Constitution to ensure readiness for formal establishment.
