Purpose

The Cabinet will be asked to
endorse the draft Becontree Estate Supplementary Planning Document
(SPD) and Design Code for public consultation and the introduction
of two Article 4 Directions to remove permitted development rights
and require planning permission for some alterations previously
able to be made through permitted development.

Content

Cabinet resolved to:
 
(i)  Approve the
commencement of consultation on the draft Becontree Estate SPD and
Design Code at Appendix 1 to the report for an eight-week period,
commencing in November 2025;
 
(ii)  Approve the making
of, and public consultation of, two non-immediate Article 4
Directions to revoke limited permitted development rights in
respect of porches and roof and side extensions under Article 4 of
the Town and Country Planning Order (General Permitted Development
Order (GPDO)) 2015 (as amended), as detailed in Appendix 3 to the
report;
 
(iii)  Delegate authority to the
Strategic Director, Inclusive Growth and Place, to make final minor
changes to the draft SPD and Design Code, and Article 4 Directions
ahead of publication;
 
(iv)  Note that a further report
shall be presented to the Assembly, following the consultation
period and once changes had been made to address feedback, to seek
adoption of the SPD; and
 
(v)  Note that a further report
shall be presented to Cabinet in late 2026 to seek confirmation of
the Article 4 Directions.
